Kerala Chief Minister V.D. Satheesan and his Cabinet colleagues on Friday, 4 September stepped away from daily administrative duties to attend a two-day strategic leadership workshop at the Indian Institute of Management Kozhikode (IIMK), focusing on charting the state's long-term development course. The programme, titled 'Reimagining Keralam', is designed to move beyond routine governance and foster collective policy thinking on structural challenges likely to define Kerala over the next decade.

The two-day exercise, which concludes on Saturday, 5 September, was inaugurated by Chief Minister Satheesan at the institute's Management Development Centre with the lighting of the ceremonial lamp. Alongside Cabinet ministers, the state's Chief Secretary, Secretary to the Chief Minister, Officer on Special Duty, and State Protocol Officer are participating.

The first day's agenda centred on some of the most consequential shifts confronting Kerala: artificial intelligence, an ageing population, climate change, public health, employment, and the evolving structure of the state economy. Sessions are deliberately structured to bring policymakers face to face with academics and international experts — not to address immediate administrative pressures, but to examine how policy decisions can produce lasting change in citizens' lives.

Key Themes and Policy Ideas

Among the ideas under active discussion is positioning Kerala as a health and wellness hub. The government is also exploring a dedicated 'Silver Economy Mission' to address the economic and social consequences of a rapidly ageing population — a demographic reality that distinguishes Kerala from most other Indian states.

Other major themes include climate resilience, community-based disaster management, skill development, higher education, migration and expatriate remittances, and the global branding of Keralam. Financial sector reform and entrepreneurship are also on the agenda.

Experts and Sessions

IIMK Director Prof Debashis Chatterjee opened the programme with a session titled 'Transformational Leadership in the Age of AI: Engaging People with Purpose and Impact.' Dr Devi Shetty, founder of Narayana Health, is scheduled to lead a session on the future of public health. International voices include Prof Rajib Shaw of Keio University, Japan, and Dr Sanchayan Banerjee, Associate Professor at King's College London.

A Moment of Déjà Vu for Four Ministers

For four members of the current Cabinet, the workshop carries a sense of continuity. P.K. Kunhalikutty, Shibhu Baby John, Anoop Jacob, and A.P. Anilkumar are returning to IIMK after 15 years — all four had participated in a similar leadership and management programme organised by the institute in 2011 under then Chief Minister Oommen Chandy.

The workshop comes at a moment when Kerala faces a challenging combination of structural pressures: a knowledge-driven economic aspiration set against an ageing demographic, climate-related risks, shifting migration patterns, and mounting fiscal constraints.
