Maharashtra Government Approves Major Staffing Overhaul for Revenue Department with 35,876 New Positions

The new structure encompasses three primary divisions: Stamp Duty and Registration, Land Records, and the Revenue Department itself.

Revenue Minister Chandrashekhar Bawankule stated, “The Revenue Department serves as the backbone of our administrative framework. The approval of this revised staffing model reflects our commitment to addressing the increasing workload and the changing demands of the populace. It will foster greater coherence in administrative processes, reduce the necessity for citizens to travel long distances to access services, and significantly improve operational efficiency. This is a crucial move towards fostering transparent and dynamic governance.”
After almost two decades, the government has cleared this updated staffing strategy for field personnel, with the official Government Resolution (GR) issued today. The last major restructuring was in 2006.
Recognizing the substantial evolution in revenue and non-revenue responsibilities over the last twenty years, Revenue Minister Chandrashekhar Bawankule engaged in discussions with Chief Secretary Rajesh Aggarwal and Additional Chief Secretary (Revenue) Vikas Kharge.
A high-level committee, led by the Chief Secretary, subsequently approved the recommendations.
The Maharashtra Government has now authorized a total of 35,876 roles, which include 34,576 permanent positions and 1,300 outsourced roles, as noted in the GR.
The government has established a new hierarchical framework for the Revenue Department, which spans divisional, district, and taluka levels.
The approved structure features 6 Divisional Commissionerates, 36 Collector Offices, 192 Revenue Sub-Divisional Offices, 360 Tehsildar Offices, 2,625 Circle Offices (field level), and 15,747 Talathi Saza posts.
To improve administrative efficiency, the government has also sanctioned 11 new Additional Collector Offices, 8 new Sub-Divisional Offices, 2 new Tehsildar Offices, and 69 Additional Tehsildar Offices, as per the GR.
This revised plan, based on the Umakant Dangat Committee’s recommendations, seeks to modernize and expedite departmental operations.
The process of defining headquarters and jurisdictions for the newly established offices will now be accelerated at the District Collector level.
