On Thursday, Cooperation Minister Babasaheb Patil revealed in the Legislative Assembly that a committee has been formed to examine the possibility of a loan waiver for farmers.
This announcement came during a response to a motion raised by opposition parties under Rule 293 in the Legislative Assembly.
The minister's statement follows criticism from opposition groups regarding the government's procrastination on the farm loan waiver promised in the MahaYuti alliance's election manifesto.
Opposition leaders have accused the government of failing to act on its longstanding commitment, particularly in light of rising farmer suicides and the financial distress that farmers are experiencing.
Minister Patil noted that a high-level meeting was convened recently, chaired by him, which included the Ministers of Revenue, Agriculture, Marketing, Forest, and Fisheries, to discuss the loan waiver and other agricultural sector challenges.
The meeting conducted a thorough review of the loan waiver schemes, funds allocated, and outstanding cases.
The Chhatrapati Shivaji Maharaj Shetkari Samman Yojana - 2017 offers a loan waiver, a one-time settlement option, and incentive subsidies for farmers who consistently repay their loans. To date, Rs 15,349 crore has been allocated for 26.17 lakh farmers until July 2020, with Rs 13,705 crore directly deposited into the accounts of 24.88 lakh farmers. Under the Mahatma Jyotirao Phule Shetkari Karzmukti Yojana - 2019, crop loans up to Rs 20 lakh are set to be waived. A total of 32.44 lakh farmers have completed Aadhaar verification, with Rs 20,537 crore allocated to support 32.33 lakh loan accounts, and Rs 20,497.53 crore deposited in 32.27 lakh accounts. The execution of this scheme is nearly complete at 99 percent, with remaining cases to be addressed shortly. Eligible farmers who have repaid crop loans in any two of three financial years (2017-18, 2018-19, and 2019-20) can receive incentives of up to Rs 50,000.
According to the minister, Rs 5,222 crore has been allocated to assist 15.40 lakh borrowers, with Rs 5,216.75 crore already distributed to 14.38 lakh borrowers. The process for delivering benefits to the remaining borrowers is nearing completion.
The minister emphasized that governmental initiatives are providing crucial financial relief to a significant number of farmers, and a study committee has been established to enhance the efficiency and dynamism of these schemes.
