Bhopal, July 22 (NationPress) The Urban Development and Housing Department of the Madhya Pradesh government has developed a comprehensive action plan for 2025–26 aimed at enhancing civic services through e-governance and IT integration.
According to the plan, all urban services will be modernized using advanced technologies and will be accessible online via the e-Nagar Palika 2.0 portal and mobile app, as stated by an official to IANS on Tuesday.
The previous version, e-Nagarpalika 1.0, had already transitioned numerous municipal functions to a digital format, including citizen services, grievance resolution, payment methods, and internal processes. The updated platform enhances this by facilitating greater inter-departmental collaboration.
Version 2.0 will link municipal operations with other state-level digital infrastructures and platforms such as the UMANG mobile app. This transition aims to simplify access to civic services and enhance data-sharing among departments, aligning with broader e-governance objectives.
This advanced technology initiative is pioneering, making Madhya Pradesh the first state to consolidate all urban local bodies (ULBs) onto a unified digital platform.

Moreover, to promote planned and sustainable urban development and ensure effective monitoring of departmental functions, a real-time analytical dashboard is being created.
A significant aspect of this initiative is the integration of the Geographic Information System (GIS) into e-governance, intended to enhance data-driven and transparent urban development. The GIS portal will utilize over 90 key data layers, as per the official.
Additionally, the department is developing an Automated Building Plan Approval System (ABPAS) 3.0 portal, enabling citizens across all urban bodies to secure building permits online.
This advanced system will also facilitate a fully digital approval process for colony development in the near future.
To further strengthen digital governance, initiatives are ongoing to allow bill payments for all tax and non-tax services through a WhatsApp chatbot, alongside providing relevant service information.
