Jammu, Feb 23 (NationPress) In a historic move for the legislative assembly of Jammu and Kashmir, a member of the ruling party has introduced a bill that is likely to face defeat, yet it has sparked significant controversy.
The proposal, put forth by National Conference (NC) MLA Ahsan Pardesi and submitted to Speaker Abdul Rahim Rather, aims to impose a ban on alcohol across Jammu and Kashmir.
Support for this ban has emerged from religious leaders, traders, and social activists who stand in solidarity with the NC MLA.
Following criticism from Hurriyat chairperson and Kashmir’s chief cleric Mirwaiz Umar Farooq regarding a statement allegedly opposing the ban, NC spokesperson Tanvir Sadiq quickly adjusted his stance, publicly expressing support for the alcohol prohibition in the region.
The Speaker of the J&K Legislative Assembly voiced his displeasure concerning the undue attention given to notices submitted by MLAs about assembly business for the upcoming budget session.
It is noteworthy that numerous MLAs, from both the ruling NC and the opposition, have proposed private bills that will be discussed during the budget session set to begin on March 3.
Another bill from Peoples Democratic Party (PDP) MLA Waheed Para aims to amend the J&K Reorganisation Act 2019, ensuring that land ownership in J&K is restricted solely to permanent residents of the former state.
A communication from Speaker Rather on Saturday stated, “Following Parliamentary Practice, established conventions, and the prevailing Rules of this House, it is inappropriate to provide unwarranted publicity to Notices of Questions, Bills, Resolutions, and similar matters related to the House's Business.”
The Speaker expressed dissatisfaction with those who publicized their notices, which constitutes a breach of Privilege as per existing rules, and directed members to avoid such conduct in the future.
Reiterating a commitment to maintaining the integrity of legislative proceedings, a spokesperson for the Legislative Assembly remarked that the Speaker has mandated strict adherence to the established rules, urging members to respect and uphold parliamentary conventions and to refrain from disclosing business details prematurely.
