NDMC Presents Surplus Budget of Rs 463.40 Crore for 2025-26 Without Increasing Property Tax

New Delhi, Dec 12 (NationPress) Chairman Keshav Chandra announced new initiatives from NDMC aimed at promoting solar power, providing tablets for students, implementing smart parking, and installing mist spray kits on poles to improve air quality, while presenting a surplus Budget of Rs 463.40 crore for the fiscal year 2025-26. He emphasized that there will be no increase in property tax rates.

The presented Annual Budget for 2025-26 included Financial Projections, indicating that total receipts for the Budget Estimates are projected at Rs 5,770.60 crore, compared to Rs 5,319.75 crore in the Revised Estimate for 2024-25. The actual receipts in 2023-24 were Rs 5,005.05 crore.

NDMC anticipates collecting Rs 1,150 crore in property tax for the Revised Estimates of 2024-25 and Rs 1,290 crore in the Budget Estimates for 2025-26.

Chairman Keshav Chandra stated that there is no plan to increase property tax rates for 2025-26. He noted, “NDMC must enhance its revenue collection system to meet long-term goals for various civic amenities.”

To foster transparency and efficiency, he proposed a shift to a 100% digital payment system in NDMC, alongside Streamlined Digital Platforms by expanding existing digital payment channels, such as NDMC’s mobile app, online portals, and QR code systems at service counters.

“NDMC also plans to create a single-source software to integrate various standalone software applications, thereby improving the speed of service delivery to its citizens,” he mentioned.

The revenue receipts from the Electricity Distribution Strategic Business Unit (EDSBU) are projected to be Rs 1,706.75 crore for the Revised Estimates of 2024-25, up from Rs 1,533.22 crore in 2023-24, with estimates for 2025-26 set at Rs 1,811.91 crore.

In 2023-24, the actual receipts from the License Fee for Municipal Properties were Rs 905.41 crore. Projections for the Revised Estimates 2024-25 are at Rs 825.16 crore, while the Budget Estimates for 2025-26 are Rs 900.16 crore.

NDMC aims to enhance its Parking Management System by upgrading existing lots into Smart Parking with the installation of Intelligent Parking components and software development, scheduled to begin in the next fiscal year 2025-26.

A Safe City Project has been launched in collaboration with Delhi Police to facilitate the sharing of CCTV camera feeds. The groundwork for laying the lease line is currently in the awarding stage and is expected to be completed in the fiscal year 2025-26. Efforts are being made to identify dark spots and install additional lighting for the safety and security of women and other residents in the NDMC area.

NDMC is committed to boosting solar energy usage across municipal buildings and public spaces, aiming to reduce carbon emissions while promoting renewable energy. This initiative will help lower power bills for the underprivileged and middle-class citizens.

The NDMC budget also includes plans for the installation of mist spray systems on electrical poles, a night-cleaning initiative, a goal to become a 100% Renewable Energy Municipal Body, an Innovation Lab for Students, a Safe City Project, International Standard PTUs, a Project Monitoring Cell, the Jan Vishwas Scheme, monthly cultural festivals, and the distribution of 6,181 tablets for students.
