New Delhi, Jan 15 (NationPress) The National Human Rights Commission (NHRC) has initiated suo motu cognisance following a media report about a 15-year-old boy from Kishanganj district in Bihar who endured months of bonded labour after being separated from his father at the Bahadurgarh Railway Station in Haryana.

The report reveals that the minor stepped off the train to get water but couldn't return due to the overwhelming crowd, leading him to miss the train and be left alone at the station.

He reportedly went missing for eight months, during which he was trapped in bonded labour, and finally returned home with his left arm severed at the elbow.

The NHRC noted that if the allegations in the media report are accurate, they indicate a grave violation of human rights. Consequently, the commission has dispatched notices to the Chief Secretary and the Director General of Police of Haryana, the Commissioner of Police of Gautam Budh Nagar, and the District Magistrate of Kishanganj, requesting a comprehensive response within two weeks.

Additionally, the NHRC has inquired whether any compensation has been provided to the victim and if a Disability Certificate has been issued to facilitate assistance under the Persons with Disabilities (PwD) Act, 2016.

The commission further highlighted that a Bonded Labour Release Certificate, essential for rehabilitation and compensation under the Central Sector Scheme for Rehabilitation of Bonded Labourers-2021, has not yet been provided by the authorities.

As per the media report dated January 12, after losing his train, the boy lingered at the railway station for two days before a man deceived him with promises of employment and transported him to Greater Noida in Uttar Pradesh.

The minor was reportedly coerced into laboring from dawn until dusk, which included activities such as grazing cattle and cutting fodder, while frequently facing physical abuse. The report further indicated that when he attempted to flee, he was caught and violently beaten.

During his time in forced labor, his left arm was allegedly severed by a fodder-cutting machine. The employer is said to have abandoned him on a roadside without medical help. Later, an unknown individual transported the injured child to a hospital in Nuh district, Haryana, from which he escaped out of fear of being recaptured. He reportedly walked barefoot for over three kilometers before being spotted by two government school teachers, who alerted the Government Railway Police in Bahadurgarh, Haryana.

The boy finally reunited with his family in August 2025.
