New Delhi, Oct 5 (NationPress) Since its inception in 2018, the People's Plan Campaign has significantly aided Panchayats in developing evidence-based and inclusive development plans that cater to local needs while harmonizing with national objectives, as per government data released on Sunday.
According to information available on the eGramSwaraj Portal, over 18.13 lakh Panchayat Development Plans have been uploaded from 2019 to 2025 (as of July 29, 2025).
This includes more than 17.73 lakh Gram Panchayat Development Plans (GPDPs), 35,755 Block Panchayat Development Plans (BPDPs), and 3,469 District Panchayat Development Plans (DPDPs).
A well-organized and inclusive planning process is fundamental to the functioning of Panchayats. The Gram Panchayat Development Plan (GPDP) is intended to mirror the community's needs and priorities, aligning them with available resources and being developed in a fair, transparent, and participatory manner.
To effectively implement schemes on matters of national significance, Panchayat Development Plans (PDPs) must be both comprehensive and participatory.
These plans encompass the 29 subjects outlined in the Eleventh Schedule of the Constitution. While Gram Panchayats develop GPDPs, Block Panchayats formulate Block Panchayat Development Plans (BPDPs), and District Panchayats create District Panchayat Development Plans (DPDPs), as detailed in an official statement.
Panchayati Raj Institutions (PRIs) are tasked with providing services such as water supply, sanitation, roads, drainage, street lighting, health, education, and nutrition at the village level.
To advance the SDG agenda at the grassroots level, the Ministry of Panchayati Raj has implemented a thematic approach, categorizing the 17 SDGs into nine broad themes.
This method enables Panchayats to develop plans within a ‘whole of government and whole of society’ framework.
Since 2018, Self-Help Groups (SHGs) have also been involved in crafting Village Prosperity and Resilience Plans (VPRPs), further bolstering holistic development and resilience at the village level.
“The People's Plan Campaign has emerged as a transformative initiative for enhancing grassroots democracy and ensuring inclusive development. By uniting communities, elected representatives, and institutions in the preparation of Panchayat Development Plans, the Campaign is fostering greater transparency, convergence, and accountability,” the statement noted.
