Kerala's United Democratic Front (UDF) government on Wednesday, 20 May completed the allocation of portfolios in the 21-member cabinet led by Chief Minister V. D. Satheesan, ending days of intense factional negotiations and coalition bargaining. The portfolio distribution marks the formal start of the UDF's return to power in Thiruvananthapuram — its first stint in office since the Oommen Chandy-led government of 2011.

A generational shift at the top

The most striking feature of the new ministry is its generational character. 14 of the 21 cabinet members, including Satheesan himself, are being sworn in as ministers for the first time. Of these, six are first-time MLAs, reflecting the Congress and UDF's stated intent to project a younger leadership following their sweeping assembly election victory.

For the first time in Kerala's recent political history, the Congress has inducted two women ministers into the cabinet. Bindu Krishna has been assigned the Labour portfolio, while K. A. Thulasi — wife of Palakkad Congress MP V. K. Sreekandan — has been given charge of Welfare of Scheduled Caste, Tribe, and Backward Classes. The inclusion of two women ministers is being read as a deliberate move toward broader representation within the party structure.

Key portfolio allocations

Chief Minister Satheesan has chosen to retain Finance, Law, General Administration, and Ports under his own charge — a departure from convention. The powerful Home and Vigilance portfolios have been handed to senior Congress leader Ramesh Chennithala.

Among other prominent allocations: P. K. Kunhalikutty received Industries and IT; P. C. Vishnunath was given Tourism, Culture, and Cinema; and K. M. Shaji took charge of Local Self-Government. New face M. Liju secured the prized Excise and Cooperation portfolio.

The Fisheries dispute and coalition tensions

The sharpest friction during negotiations centred on the Fisheries portfolio, which was ultimately allotted to the Indian Union Muslim League (IUML), with V. E. Abdul Gafoor taking charge. The Latin Catholic Church had openly opposed this move, arguing that the coastal community lacked adequate representation in the ministry and demanding the department remain with the Congress.

The Muslim League reportedly held firm, insisting that if Fisheries was to be surrendered, it should receive the Higher Education portfolio in exchange — a proposal resisted by both the Congress leadership and sections within the Church. The UDF eventually decided to retain Fisheries with the League, resolving the standoff.

Congress factional tussle over Health

Internal Congress dynamics also prolonged the portfolio finalisation. A contest over the Health portfolio between K. Muraleedharan and A. P. Anil Kumar became a significant sticking point. The leadership eventually resolved it by allotting Health and Devasom to Muraleedharan and Revenue to Anil Kumar.

Pro-tem Speaker and legislative proceedings

Separately, veteran CPI-M rebel G. Sudhakaran, elected from Ambalappuzha with UDF backing, was sworn in as Pro-tem Speaker of the 16th Kerala Legislative Assembly by Governor Rajendra V. Arlekar on Wednesday. The newly elected legislators are scheduled to be sworn in on Thursday under Sudhakaran's oversight.

With portfolios now in place, the Satheesan cabinet faces immediate pressure to deliver on the UDF's electoral mandate — and to demonstrate that its coalition arithmetic can hold beyond the bargaining table.
