Chandrasekhar Rao along with three others. They are seeking to annul the findings of the Justice P.C. Ghose Commission, which investigated alleged irregularities in the implementation of the Kaleshwaram Lift Irrigation Scheme.
K. Chandrasekhar Rao, who is also the President of the Bharat Rashtra Samithi (BRS), along with former Minister T. Harish Rao, retired IAS officer S.K. Joshi, and current IAS officer Smitha Sabharwal, are challenging the commission's report.
After considering arguments on the matter, the bench composed of Chief Justice Aparesh Kumar Singh and Justice G.M. Mohiuddin had previously reserved their decision. However, since the orders were not finalized, the hearing has been rescheduled to April 22.
The court has temporarily extended the injunction against any coercive measures being taken against the four petitioners based on the Ghose Commission's findings.
Senior counsel Dama Sheshadri Naidu represented KCR, while Advocate General A. Sudershan Reddy and senior counsel S. Niranjan Reddy represented the state government and the Ghose Commission, respectively.
The Kaleshwaram Lift Irrigation Scheme (KLIS) is considered the world’s largest multi-stage lift irrigation initiative, launched by the BRS government in May 2016, with its primary component inaugurated by KCR in 2019.
In March 2024, the Congress government established a commission led by former Supreme Court judge Pinaki Chandra Ghose to investigate the alleged irregularities concerning the planning, design, construction, quality control, operation, and maintenance of the Medigadda, Annaram, and Sundilla Barrages associated with the Kaleshwaram project.
The commission submitted its findings to the Telangana government on July 31, 2025, holding KCR, Harish Rao, former Chief Secretary Joshi, and Secretary to the Chief Minister Smitha Sabharwal accountable for various irregularities.
During the High Court proceedings, the legal representatives for the petitioners challenged the commission's conclusions, asserting that their clients did not receive the necessary notices as required under Sections 8B and 8C of the Enquiry of Commissions Act.
