Hyderabad, Feb 26 (NationPress) A significant bureaucratic overhaul has taken place in Telangana, with the state government executing the transfer of 45 Indian Administrative Service (IAS) officers.

The directive was issued by Chief Secretary K. Ramakrishna Rao, who has overseen the reassignment of IAS officers across various essential departments and districts.

Among those affected is Arvind Kumar, a senior IAS officer serving as Special Chief Secretary for Disaster Management in the Revenue Department, who has been reassigned. As of now, there is no new position confirmed for the officer from the 1991 batch.

This transfer follows a recent report that the Union government has given the green light to the Anti-Corruption Bureau (ACB) to initiate legal proceedings against him regarding the Formula-E car race scandal, which allegedly involves the misappropriation of Rs 54.88 crore in public funds.

The ACB had submitted its prosecution report to the state government in September 2025, naming K. T. Rama Rao, the working president of the Bharat Rashtra Samithi and a former minister, as the primary accused. Furthermore, the report sought approval to prosecute both Arvind Kumar and B. L. N. Reddy, the former chief engineer of the Hyderabad Metropolitan Development Authority.

M. Dana Kishore, currently serving as Special Chief Secretary for the Labour, Employment Training, and Factories Department, has been appointed as the Full Additional Charge (FAC) for the role of Special Chief Secretary in Disaster Management.

Sabyasachi Ghosh, an IAS officer from the 1994 batch, has been re-designated as Special Chief Secretary for the Implementation of Flagship Welfare and Developmental Schemes Unit, alongside Corporate Social Responsibility (CSR).

Rahul Bojja, previously Principal Secretary to the Government for the Irrigation and Command Area Development Department, is now assigned as Principal Secretary to the Government (Political) within the General Administration Department, relieving E. Sridhar of the Full Additional Charge (FAC).

Rahul Bojja has also been given the FAC for the Principal Secretary role in the Backward Classes Welfare Department, succeeding Sridhar.

E. Sridhar will now serve as Secretary to the Government for Irrigation and CAD Department, replacing Rahul Bojja.

Sanjay Kumar, Special Chief Secretary for Industries and Commerce and Information Technology, Electronics and Communications (ITE and C) Department, has been moved to Special Chief Secretary for Panchayat Raj & Rural Development, Rural Water Supply & Rural Sanitation, and Drinking Water Department, succeeding N. Sridhar.

N. Sridhar will now serve as Principal Secretary for the ITE and C Department as well as the Industries and Commerce Department, while also retaining the FAC role for Principal Secretary in Mines and Geology.

Dr. Gaurav Uppal, Secretary for Coordination (GoI Projects and CSS) at Telangana Bhavan in New Delhi, has been reassigned as Secretary for the Finance and Planning Department and Executive Officer Director General of the Telangana Remote Sensing Applications Centre (TGRAC), relieving Sandeep Kumar Sultania from the FAC of Principal Secretary for Planning and EO DG of TGRAC.

Dr. Gaurav Uppal will also assume the FAC for the position of Managing Director of the Telangana Medical Services and Infrastructure Development Corporation (TGMSIDC), taking over from G. Phaneendra Reddy.

MD. Musharraf Ali Faruqui, currently the Chairman and Managing Director of the Telangana Southern Power Distribution Company Limited (TGSPDCL), has been transferred to serve as Chairman and Managing Director of the newly established 3rd DISCOM.
