Chennai, Oct 23 (NationPress) The Tamil Nadu rights organization ‘Arappor Iyakkam’ has accused authorities of significant corruption regarding the issuance of environmental clearances and building approvals for an upscale residential development located in the ecologically delicate Pallikaranai marshland — a Ramsar site and one of the few remaining wetlands in Chennai.

In a comprehensive complaint directed to Chief Minister M.K. Stalin, the Directorate of Vigilance and Anti-Corruption (DVAC), the Chief Secretary, and the Union Ministry of Environment, Forest and Climate Change, convenor Jayaram Venkatesan revealed that approximately 1,250 luxury apartments, estimated to be worth around Rs 2,000 crore, are being constructed by a private developer in Ram Nagar, Pallikaranai.

Jayaram highlighted that in April 2022, the Tamil Nadu government officially designated 1,247.5 hectares (3,080 acres) of the Pallikaranai marsh as a Ramsar-protected wetland under the 2017 Wetlands (Conservation and Management) Rules.

Of this area, 690.65 hectares are managed by the Forest Department, while 547 hectares were set aside for ecological restoration. Despite these protections, the builder sought environmental clearance in June 2022 to transform a 14.7-acre area into a sizable residential complex.

The complaint states that both the State Expert Appraisal Committee (SEAC) and the State Environment Impact Assessment Authority (SEIAA) ignored the ecological importance of the site.

“Initially, SEAC remarked that the project site was ‘near’ the wetland but later approved it in December 2024. The SEIAA followed shortly after, granting final clearance on January 20, 2025,” Jayaram mentioned.

“Surprisingly, the Chennai Metropolitan Development Authority (CMDA) authorized the building plan just three days later.”

The organization has further asserted that political pressure may have swayed the approval process.

This project was reportedly highlighted during the 2024 Global Investors Meet, where Chief Minister M.K. Stalin and Industries Minister T.R.B. Rajaa signed a memorandum of understanding (MoU) with the developer, presenting it as a Rs 2,000-crore investment.

Demanding the immediate revocation of all illegal clearances, Arappor Iyakkam has called for a high-level investigation into the alleged breaches of the Wetlands Protection Rules and possible collusion among senior officials. Environmental advocates warn that if the project proceeds, it could inflict irreversible harm on the Pallikaranai marsh — a vital flood buffer and a biodiversity hotspot that sustains over 100 species of birds, reptiles, and fish.
