Tamil Nadu Chief Minister C. Joseph Vijay is set to formally inaugurate the Singappenn Special Task Force — a dedicated police unit created exclusively to strengthen the protection of women and children across the state — on Tuesday, 10 June 2025, at 5 pm. The launch will be held at the Jawaharlal Nehru Rajarathinam Sports Stadium in Chennai, marking the operationalisation of one of the Vijay government's first major law-and-order commitments after taking office.

What the Singappenn Task Force Is

The newly constituted unit is staffed by more than 30 police personnel, including a Superintendent of Police, two Deputy Superintendents of Police, four Inspectors, and several support officers. Senior Indian Police Service officer K. Bhavaneeswari has been appointed as the force's first Inspector General (IG), giving the unit dedicated senior leadership from the outset.

To establish a distinct operational identity, the government has introduced a specially designed uniform for the task force. Women police personnel and women Sub-Inspectors attached to the unit will wear blue shirts paired with khaki trousers, along with black caps and black shoes — a combination intended to make the force easily recognisable while on duty across the state.

Mandate and Scope of Operations

According to officials, the Singappenn Special Task Force has been designed to deliver a stronger, more coordinated response to crimes against women and children. Its mandate extends beyond reactive policing: the unit is expected to focus on preventive policing, surveillance, victim assistance, and community awareness initiatives, alongside handling complaints and ensuring swift emergency intervention.

Following Tuesday's inauguration in Chennai, personnel from the task force will be deployed across all districts of Tamil Nadu and commence operations immediately. This state-wide rollout signals that the force is intended as a systemic intervention rather than a Chennai-centric initiative.

A Delayed but Significant Launch

The inauguration had originally been scheduled for 29 May 2025, with Chief Minister Vijay expected to formally launch the unit on that date. The programme was, however, postponed at the last moment due to administrative reasons, according to officials. The rescheduled launch on Tuesday now brings the force into active service after a brief delay.

Notably, the creation of the Singappenn Special Task Force was among the very first announcements made by Vijay upon assuming the office of Chief Minister — signalling that women's safety was positioned as a governance priority from day one of his administration.

Broader Significance for Tamil Nadu Policing

The launch is being viewed as a flagship initiative of the Vijay government's law-and-order agenda. Tamil Nadu has historically maintained relatively better gender-safety indicators compared to several other large states, but rising incidents of crimes against women and children — a national trend — have prompted governments across India to create specialised units. A dedicated task force with its own command structure, uniform, and state-wide deployment represents a structural upgrade over ad hoc responses.

Whether the Singappenn STF translates its mandate into measurable outcomes will depend on sustained resourcing, inter-agency coordination, and an independent mechanism to track response times and case outcomes — details that the government is yet to make public.
