Shimla, Aug 10 (NationPress) A transformative wave of digitalization is quietly yet powerfully altering governance in the Himalayan state of Himachal Pradesh, as indicated by a recent announcement from the state government. Over the last two and a half years, this transition has significantly enhanced administrative operations and provided concrete advantages to residents, making governance more accessible and responsive.
The state has achieved notable progress in integrating digital technology to offer services effectively, transparently, and directly to the public.
One of the most significant initiatives is the Mukhyamantri Seva Sankalp (MMSS) Helpline 1100, which serves as a centralized grievance resolution platform, quickly becoming a reliable link between citizens and the government.
In the fiscal year 2024-25 alone, a remarkable 149,490 complaints were recorded, with a majority already resolved. This initiative has raised the citizen satisfaction rate from 70 to 71 percent, as stated.
The MMSS platform has evolved into a hub supporting various helplines, including the Public Distribution System (PDS) helpline 1967 and a disaster helpline.
To enhance its functionality, a WhatsApp chatbot has been introduced, allowing citizens to obtain information rapidly and conveniently.
Another significant achievement in the digital landscape is the expansion of the e-office system. With the addition of 20 new secretariat branches, five new directorates, all 12 Deputy Commissioners' offices, 13 Superintendent of Police offices, 71 Subdivisional Magistrate offices, 88 Block Development Officer offices, and 127 field offices, the e-office platform now encompasses 325 offices.
This shift towards a paperless and efficient administrative process has remarkably enhanced internal effectiveness and increased transparency in decision-making.
Additionally, the Himachal Online Services (e-district) portal has become an essential resource for residents seeking government services. With the introduction of 100 new services in 2024-25, the portal now provides 315 online services, enabling individuals to access everything from certificates to welfare programs, as noted.
So far this year, 1,894,418 transactions have been successfully completed via the portal. Integration with DigiLocker and the Him Access Single Sign-On system has ensured smoother and more secure access, improving the overall user experience.
The state's digital governance journey commenced on statehood day, January 25, when Chief Minister Sukhvinder Singh Sukhu unveiled the HimParivar Project. This initiative aims to provide a unique digital identity to every family and individual in the state through the issuance of HimParivar and Him Access Cards.
To date, 19,28,270 families and 76,31,682 individuals have received these IDs, allowing for verification and data-sharing across departments, thereby boosting the efficiency of service delivery.
The Urban Development Department has surveyed over 2,10,000 families, while the HPSEB has linked more than 20,49,000 domestic electricity meter connections to the system.
Moreover, over 13,30,000 land records have been connected with Aadhar, and the Building and Other Construction Workers’ Welfare Board has registered 35,280 workers, ensuring that benefits reach those who need them most.
