Budapest is bracing for one of the most complex public security and urban transport operations in its recent history as the city prepares to host the UEFA Champions League final between Arsenal and defending champion Paris Saint-Germain (PSG) on Saturday, 31 May 2025 at Puskas Arena. Hungarian authorities have classified the event as a 'high-risk' operation, with nearly 4,000 police officers set to be deployed across the capital.

Largest Police Deployment in Hungary's History

Hungary's deputy national police chief Zoltan Janos Kuczik confirmed at a joint press conference that supporters of both PSG and Arsenal had each purchased more than 17,000 tickets for the final. Police expect tens of thousands more fans to descend on the city without tickets, placing additional pressure on crowd management resources.

'This will be the largest single-day police deployment in Hungary's history,' Kuczik said. He added that security preparations had commenced more than a year in advance, with Hungarian police coordinating closely with counterparts in London and Paris. Officers also travelled to Munich last year and earlier this season to observe security operations at Champions League matches.

Fan Zones and Crowd Separation Strategy

Vilmos Szabo, the Hungarian Football Federation's director of international and organisational affairs, said that alongside the official Champions Festival and fan zone near Heroes' Square, separate designated fan zones have been established for supporters of the two clubs. The segregation strategy is aimed at reducing flashpoints and minimising security risks in a city unaccustomed to hosting events of this scale.

This comes amid a broader European trend of cities deploying pre-emptive fan separation measures at high-profile fixtures, following crowd incidents at previous Champions League finals.

Airport and Transport Under Pressure

Katalin Valentinyi, deputy CEO for corporate communications and government relations at Budapest Airport, said the airport was expecting around 2,000 flight movements and approximately 250,000 passengers between Friday and Sunday — roughly double the normal traffic volume. That figure translates to around 800 additional flight movements above baseline over the three-day window.

Expanded public transport services and intensified traffic control measures are also in place across the Hungarian capital, as authorities work to manage the movement of an estimated 100,000 visiting fans through Budapest's road and rail network.

The Match: Arsenal vs PSG at Puskas Arena

The UEFA Champions League final is scheduled to kick off at 18:00 CEST on Saturday at Puskas Arena.
