Bihar Chief Minister Samrat Choudhary on 12 June 2025 announced an ambitious target of attracting investments worth nearly ₹5 lakh crore to Bihar by 20 November 2026, while unveiling plans for a rapid rail corridor that would connect Gaya, Rajgir, and Muzaffarpur in approximately 40 minutes. The announcement came at a Bharatiya Janata Party (BJP) media interaction marking 12 years of the Union government under Prime Minister Narendra Modi.

Investment Push and Industrial Approvals

Choudhary stated that Bihar is rapidly emerging as an investor-friendly destination, with active projects in cement manufacturing, beverage production, and data centres already progressing at pace. To cut red tape, the state government has fixed a 30-day deadline for granting industrial permissions, after which approvals will reportedly be issued automatically. This single-window, time-bound mechanism is designed to signal a break from Bihar's historically slow bureaucratic clearance record.

Rapid Rail and Infrastructure Expansion

The proposed rapid rail corridor linking Rajgir, Gaya, and Muzaffarpur is being actively pursued as part of a broader effort to modernise the state's transport backbone. Choudhary also highlighted expansion of road, electricity, and aviation infrastructure. Following airport development in Darbhanga and Purnea, work is underway on additional airports, airstrips, and helipad facilities across the state. This comes amid a wider push by the Centre to develop Tier-2 and Tier-3 city connectivity in eastern India.

Governance Reforms and the Sahyog Initiative

On public service delivery, Choudhary reiterated a zero-tolerance policy on corruption and elaborated on the state's 'Sahyog' grievance redressal mechanism. Under Sahyog, citizens can file complaints online; if work is not completed within 10 days, an automatic notice is issued on the 11th day, followed by a second notice on the 21st day. All complaints must be resolved within 30 days, failing which action is initiated against the officials concerned. The Chief Minister described the objective as building a citizen-centric administration where services are delivered transparently within defined timelines.

Reservation Policy Remarks

Choudhary also addressed reservation policy, claiming that benefits now extend across nearly all sections of society except economically affluent groups. He highlighted that the Modi government granted constitutional status to the National Commission for Backward Classes. He noted that individuals from OBC categories earning more than ₹8 lakh annually are excluded from reservation benefits under the creamy layer criterion, with a similar income threshold applying to economically weaker sections among upper castes.

With the 20 November 2026 investment deadline roughly 17 months away, the state's ability to convert announcements into signed and operational projects will be the real measure of progress.
