The residential blocks and amenity infrastructure were constructed by Hyderabad-based NCC Ltd, while the critical trunk utilities were delivered by Cemindia Projects, according to an official statement issued by the Ministry of Defence.
Project Seabird: Scope and Strategic Intent
Project Seabird, launched to develop Karwar into a full-spectrum naval base capable of basing ships and submarines simultaneously, is one of India's largest ongoing defence infrastructure projects. The Phase IIA scope includes a dual-use Naval Air Station, a full-fledged Naval Dockyard, and comprehensive logistics facilities for both ships and aircraft. The base already houses nearly 10,000 uniformed and civilian personnel along with their families, and officials say the expansion will significantly stimulate local commerce, industry, and tourism across the Uttara Kannada region, generating numerous direct and indirect jobs.
Notably, the project sources more than 90 per cent of its materials and equipment domestically, aligning with the government's 'Aatmanirbhar Bharat' (self-reliant India) framework. The construction also conforms to norms set by the Ministry of Environment, Forest and Climate Change and the Indian Green Building Council (IGBC), with the completed complex expected to receive an IGBC Gold rating.
Senior Officers Present
The inauguration was held in the presence of Vice Admiral Vivek Dahiya, Director General Seabird, and other senior naval officers. General Raja Subramani also holds the position of Secretary, Department of Military Affairs — underscoring the dual civil-military significance attached to the ceremony.
Vice Admiral Vatsayan Addresses Officers on Maritime Strategy
In a separate development on the same day, the Headquarters Integrated Defence Staff posted on social media platform X that Vice Admiral Sanjay Vatsayan, Flag Officer Commanding-in-Chief, Eastern Command, interacted with student officers of DSTSC09 and other ongoing courses at MILIT. He spoke on the theme 'The Evolving Maritime Battlespace: Operational Perspectives from the Western Seaboard'.
According to the post, Vice Admiral Vatsayan shared insights into the strategic relevance of the Indian Ocean Region, Multi-Domain Operations, lessons from Operation Sindoor, and capability development for future warfare. He also extended greetings on Air Force Day, emphasising jointness and integrated operations across India's armed forces.

With Phase IIA progressing, the eventual completion of Project Seabird is expected to transform Karwar into one of Asia's largest naval bases, giving the Indian Navy a permanent, well-serviced western seaboard hub for both conventional and submarine fleets. Future phases will further expand docking, maintenance, and operational capabilities.
