This restructuring comes in light of the Congress party's persistent struggles in Bihar. In the 2025 Assembly elections, the party contested 61 seats but secured only six victories.
A similar pattern emerged in the 2020 elections, where the Congress party achieved only 19 wins out of the 70 seats it contested.
In addition to electoral challenges, the party has faced internal issues, including dissent among its members. During the Bihar floor test in February 2024 concerning the Nitish Kumar government, numerous Congress MLAs participated in cross-voting.
Moreover, in the 2026 Rajya Sabha elections, three out of six Congress MLAs were absent, which proved detrimental, allowing BJP candidate Shivesh Kumar Ram to defeat RJD’s Amrendra Dhari Singh in the second round.
Considering these circumstances, the party leadership has taken steps to bolster its organizational framework at the district level.
As per the announcement from Congress MP and General Secretary K.C. Venugopal, new DCC presidents have been designated for several districts.

Kaif (Arwal), Anand Shankar Singh (Aurangabad), Jitendra Singh (Banka), Shiv Prakash Garibdass (Begusarai), Pravin Singh Kushwah (Bhagalpur), Dr. Shreedhar Tiwari (Bhojpur), Pankaj Kumar Upadhyay (Buxar), Mithilesh Choudhary (Darbhanga Rural), Dr. Jamal Hassan (Darbhanga Urban), Santosh Kumar (Sherghati–Bodh Gaya), Rajneesh Kumar (Gaya), Om Prakash Garg (Gopalganj), Prof. Sanjeev Kumar (Jehanabad), Dharmendra Kumar Gautam (Jamui), Radheshyam Kushwah (Kaimur), Suneel Yadav (Katihar Rural), Sanjay Singh Amla Tola (Katihar Urban), and Chandan Yadav (Khagaria), among others.
