According to a press release from the Dwarka Police, “Following directives from DCP/Dwarka District, a special operation against Proclaimed Offenders is ongoing. A dedicated team led by Insp. Harish Kumar, including HC Kulwant Singh No. 681/DW, HC Mahesh Dagar No. 1712/DW, and Ct Jaideep No. 1935/DW PO Jail Bail & Proclaimed Offender Cell Dwarka, was formed to TRACE and ARREST these offenders under the close supervision of ACP Sh. Ravinder Ahlawat ACP/Ops.”
The press release elaborated on the arrest: “On February 21, 2026, while stationed in the Sec-10 Dwarka area, HC Kulwant Singh received confidential information regarding Rizwan, who was evading trial. Acting swiftly on this lead, the team located and apprehended him while he was attempting to flee.”
Authorities confirmed that Rizwan had no previous criminal records.
In a separate but equally significant raid, the Dwarka Police captured Prashant, son of Ram Babu, aged 29, known for his involvement as an interstate illicit liquor supplier.
Upon receiving actionable intelligence, the Special Staff set a trap near the Transport Authority, Sector 10, Dwarka. According to the press release, “The car's driver was instructed to stop but instead accelerated in an attempt to escape. The team promptly pursued him and apprehended him as he tried to exit the vehicle.”
Upon investigation, police discovered 40 cartons (2000 quarters) of illegal liquor in Prashant’s Mahindra XUV500 (registration UP14DNXXXX), which he allegedly used to smuggle liquor into Delhi and Haryana. In an effort to evade police detection, Prashant opted for a luxury SUV, banking on the assumption that police would focus on smaller vehicles. He has prior charges in two cases under the Delhi Excise Act and the NDPS Act.
The Dwarka Police reiterated that these operations are part of ongoing special initiatives targeting proclaimed offenders and illegal liquor suppliers.
