Delhi Police arrest POCSO, rape accused after Uttarakhand raid
Synopsis
Key Takeaways
Delhi Police's Welcome Police Station team arrested a 26-year-old man on Friday, 19 June who had been absconding in a serious case involving rape, criminal intimidation, stalking, and offences under the Protection of Children from Sexual Offences (POCSO) Act. The accused was apprehended during a targeted raid in Bhagwanpur, Uttarakhand, following sustained surveillance and intelligence work.
The Complaint and Charges
A 21-year-old woman filed a complaint at PS Welcome on 4 April, alleging she had been sexually assaulted in 2023 by the accused, who reportedly threatened her with a pistol during the act. The accused allegedly recorded the assault and subsequently used the footage to blackmail and coerce her.
He is further accused of repeatedly sexually exploiting the victim, stalking her at her tuition classes, and issuing threats against her and her family members. A case was registered under Sections 64(2)(m), 78, 351(3), and 126(2) of the Bharatiya Nyaya Sanhita (BNS).
POCSO Section Added After Age Discovery
During the course of the investigation, police established that the victim was a minor at the time of the alleged assault in 2023. As a result, Section 6 of the POCSO Act — which pertains to aggravated penetrative sexual assault — was added to the case, significantly escalating the severity of the charges.
How Police Tracked the Accused
From the time the FIR was registered, the accused had been absconding. Investigators conducted multiple raids at suspected hideouts and deployed technical surveillance, call detail record (CDR) analysis, social media monitoring, and local intelligence gathering to trace him. Non-Bailable Warrants (NBWs) were secured, and proceedings under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) to declare him a Proclaimed Offender had also been initiated.
The operation was led by Inspector Rupesh Kumar Khatri, Station House Officer of PS Welcome, under the supervision of ACP Bhajanpura, Sehdev Kumar Rana. Acting on specific intelligence, the team tracked the accused to Bhagwanpur in Uttarakhand, where he was apprehended.
Accused's Prior Criminal Record
The arrested man, a resident of the Welcome area in Delhi, reportedly has prior criminal involvement in cases related to culpable homicide not amounting to murder and gambling, according to police. His arrest ends weeks of evasion during which investigators pursued multiple leads across state lines.
The case now moves to the courts, where charges under both the BNS and the POCSO Act are expected to be formally framed. Given the gravity of the offences — including the POCSO addition — the accused faces the prospect of stringent sentencing if convicted.
