Gupta conveyed greetings from the people of Delhi and the Delhi Legislative Assembly to the assembled community members.

Gupta drew attention to the historic significance of the Delhi Legislative Assembly, noting that the building where the House meets today was once home to the Central Legislative Assembly of British India — a space where pivotal debates linked to India's freedom movement and the growth of democratic consciousness took place more than a century ago. He said that whenever he presides over the House, he remains conscious that 'the Chair of the Speaker does not belong to any individual, but represents the long and distinguished journey of Indian democracy.' He added that he had carried this democratic spirit with him to Santiago.
