Deputy CM: Arunachal's Multipurpose Project Initiated Amidst China's Dam Plans

Itanagar, Dec 20 (NationPress) The Siang Upper Multipurpose Project in Arunachal Pradesh was initiated due to China's intentions to build a mega dam in its upper stream, Tsangpo, which could pose potential risks to the communities living near the Siang River and downstream areas, as stated by Deputy Chief Minister Chowna Mein on Thursday.
During a public meeting in Boleng, Siang district, the Deputy Chief Minister addressed misconceptions propagated by some anti-dam activists, clarifying that the Siang Upper Multipurpose Project is a National Project declared in 2008.
He emphasized the project's essential role as a national security measure, in response to China's plans for a mega dam capable of generating 60,000 MW of electricity in the Tsangpo region, which could create risks for those living near the Siang River and in the downstream areas.
According to the Deputy Chief Minister, the Siang Upper Multipurpose Project is a strategic advantage for local community development, tackling critical issues like flood control, water storage, irrigation, navigation, and power generation.
The Siang River Dam will also aid in regulating water discharge and runoff, greatly enhancing the region's flood resilience.
He outlined the varied benefits of the project, highlighting its potential to stimulate socio-economic growth in the area.
Local residents have consistently protested against the preliminary studies for the proposed 12,500-MW hydropower project, which is part of the ambitious multipurpose initiative in Upper Siang district.
The Siang Indigenous Farmers Forum (SIFF) has been leading the opposition against the project, targeting both the state-owned National Hydroelectric Power Corporation (NHPC) and the state government.
The Deputy Chief Minister also responded to community concerns regarding the presence of Central Armed Police Forces (CAPF) in the area, clarifying that their deployment is solely for the safety of personnel and machinery involved in the project survey operations.
He assured residents that the security measures are precautionary and not aimed at intimidation or harm.
Mein encouraged the local community to support the initiative and allow the survey work for the Project Feasibility Report (PFR) to proceed.
He explained that following the PFR, an impact assessment would be conducted, leading to a Detailed Project Report that will determine the dam's height and capacity.
Subsequently, a public hearing will provide local communities a platform to voice their opinions on the project, whether in approval or opposition, the Deputy CM noted.
“We are not against the people, nor are we against Arunachal. The Siang Dam is for the security of those living near the Siang basin and for the region's prosperity, as it will create job opportunities and generate revenue for the State,” declared Mein.
He further stated that comprehensive compensation strategies, relief, and rehabilitation measures in accordance with the LARR Act 2013 would be established for affected villages, along with plans to create model villages that would encompass healthcare, education, and infrastructure development.
Additionally, he assured that the project would not alter the region's demography as temporary labor colonies would be established, and workers would leave the state after project completion as their Inner Line Permits (ILPs) would no longer be valid.
The Deputy Chief Minister also revealed that a committee on the Siang Upper Multipurpose Project has been formed under the leadership of former Minister Tamiyo Taga to raise awareness and educate the public about the positive aspects of the dam, countering the negativity spread by certain groups.
Mein reiterated his commitment to the development of Arunachal Pradesh, urging the public to remain informed and engaged throughout the process.
He called for unity and cooperation to ensure the full realization of the benefits of the National Project for the people of Arunachal Pradesh and the wider northeastern region.
