These micro-observers are tasked with overseeing the hearing sessions related to claims and objections concerning the draft voters’ list, which represents the second phase in the three-tier Special Intensive Revision (SIR) process currently underway in the state.
This is a noteworthy development as the 3,500 micro-observers assigned specifically to West Bengal have been drawn from Central government roles, including those from central public sector undertakings and public sector banks, predominantly in the Group-B category, with a few in Group-A.
Given that these observers are employees of the Central government or associated PSUs, the Union government can more readily initiate disciplinary actions against them in cases of intentional non-compliance with the ECI's SOP as opposed to taking similar actions against electoral registration officers (EROs), assistant electoral registration officers (AERIs), and booth-level officers (BLOs), who are state employees or teachers in state-run schools, according to an insider from the Chief Electoral Officer's (CEO) office in West Bengal.
Any intentional violation of the ECI's SOP will first result in a show-cause notice, and if a satisfactory response is not provided, it will lead to suspension and the filing of an FIR against the micro-observer involved.
Recently, the ECI appointed four additional special roll observers for West Bengal, with one of their primary roles being to evaluate the performance of these micro-observers during the hearing sessions.
According to sources from the CEO's office, "The Commission received reports that some micro-observers have not been fulfilling their responsibilities during the hearing sessions in accordance with ECI guidelines. As a result, the new special observers have been instructed to monitor the micro-observers closely. The ultimate goal is to ensure that every legitimate voter is included and every fraudulent voter is excluded from the list."
The draft voters’ list for West Bengal was released on December 16, 2025, with the final version expected to be published on February 14. Following this, the ECI will announce the polling dates for the crucial Assembly elections scheduled in the state this year.
