Chandigarh, Oct 23 (NationPress) The introduction of paperless deed registration will be compulsory across all 22 districts of Haryana starting from November 1, as announced by state Financial Commissioner Sumita Misra on Thursday.
This initiative, spearheaded by Haryana Chief Minister Nayab Singh Saini, signifies a shift from the outdated registration methods to a completely digital, transparent, and user-friendly platform.
Upon its launch, the traditional system will be permanently phased out, positioning Haryana as one of the pioneering states in India to achieve a 100% paperless property registration.
The Department of Revenue has implemented a phased approach to ensure effective execution throughout the state.
Phase I commenced on September 29, initiated by Chief Minister Nayab Singh Saini from the Babain sub-tehsil in the Kurukshetra district.
Phase II of the paperless registration will kick off on October 28 across 10 additional districts: Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar.
These districts will act as early adopters, setting the stage for the remaining districts, including Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat, to transition to this new system by November 1 as part of Phase III.
According to Misra, the new online deed registration portal merges all property registration components into a single, user-friendly interface.
Citizens can now register and authenticate their identity using secure OTP verification, fill out sale deed forms with guided support, upload necessary documents digitally, schedule appointments with Sub-Registrars at their convenience, and monitor application progress in real-time through automated SMS alerts.
The system supports all property types, including residential, agricultural, government, panchayat, and Defence-owned lands, along with apartment sales and co-ownership transfers.
Tailored workflows have been created for rural regions, urban areas within municipal boundaries, and urban locales outside these limits, ensuring jurisdictional precision and administrative efficiency.
