Is There a Jal Jeevan Mission Scam? Nine Government Officials Arrested in Rajasthan
Synopsis
Key Takeaways
Jaipur, Feb 17 (NationPress) The Special Investigation Team (SIT), established by the Rajasthan Anti-Corruption Bureau (ACB), conducted early morning raids at various locations on Tuesday, leading to the apprehension of nine individuals implicated in an alleged multi-crore corruption scandal regarding the Jal Jeevan Mission, as reported by officials.
This operation stemmed from a case filed by the ACB concerning significant irregularities in the execution of the Jal Jeevan Mission in Rajasthan, officials noted.
A coordinated effort involving nearly six ACB teams spanned across Jaipur, Barmer, Udaipur, Karauli, Delhi, and additional sites, culminating in the arrests.
Among those detained are Dinesh Goyal, Chief Engineer (Administration); K.D. Gupta, Chief Engineer (Rural); Subhanshu Dixit, former Secretary of the Rajasthan Water Supply and Sewerage Management Board and current Additional Secretary; Sushil Sharma, Chief Engineer of Jaipur Region-II; Niril Kumar, Financial Advisor (Renewable Energy); Vishal Saxena, Executive Engineer (currently suspended); Arun Srivastava, retired Additional Chief Engineer; D.K. Gaud, former Chief Engineer and Technical Member (retired); and Mahendra Prakash Soni, former Superintending Engineer (retired).
The investigation uncovered that M/s Shri Ganpati Tubewell Company (Proprietor: Shri Mahesh Mittal) and M/s Shri Shyam Tubewell Company (Proprietor: Shri Padmachand Jain) allegedly fabricated completion certificates in the name of IRCON International Limited, as stated by officials.
It was reported that in collusion with senior officials of the Public Health Engineering Department (PHED), tenders valued at approximately Rs 960 crore were obtained through the submission of fraudulent certificates.
Additionally, the investigation revealed that senior PHED officials breached tender regulations by including site visit certificates in high-value projects (over Rs 50 crore), revealing bidder identities, and tampering with tender procedures.
Such actions allegedly resulted in abnormally high tender premiums that were later approved, leading to losses estimated in the thousands of crores, according to officials.
To ensure a thorough investigation, an SIT was formed under the leadership of Pushpendra Singh Rathod, Superintendent of Police at the Rajasthan ACB.
The SIT team meticulously reviewed both technical and documentary evidence.
Previously, the ACB had initiated an inquiry into corruption linked to the Jal Jeevan Mission following a trap operation.
A charge sheet was submitted to the competent court against eleven accused individuals and two companies involved in the case.
The latest arrests followed an extensive analysis of evidence conducted by the SIT under the guidance of Inspector General of Police Rajesh Singh and Deputy Inspector General of Police Rameshwar Singh.
Further interrogations and legal proceedings are currently in progress under the oversight of Smita Srivastava, Additional Director General of ACB.
