Bengaluru, March 27 (NationPress) The Karnataka Cabinet has given its approval to the interim report put forth by the single-member commission led by retired Justice H.N. Nagamohan Das, established to examine and suggest internal reservation within the Scheduled Castes.
Karnataka's Law and Tourism Minister H.K. Patil shared insights during a press briefing on Thursday at the Vidhana Soudha conference hall, accompanied by Social Welfare Minister H.C. Mahadevappa and Medical Education Minister Sharan Prakash Patil, regarding the conclusions reached during the Cabinet meeting.
Minister H.K. Patil announced that the Cabinet has endorsed the interim report submitted by the Nagamohan Das Commission. It has been determined that the task of conducting a new survey will also be assigned to the Nagamohan Das Committee, and that the classification for internal reservation will be expedited.
He mentioned that the committee's tenure has been extended for an additional two months to facilitate the completion of the survey within 60 days and to submit the findings.
Minister Patil elaborated: “The commission has recommended four significant actions: undertaking a new and scientific survey to classify sub-castes within the Scheduled Castes in Karnataka. Experts believe that this new survey can be accomplished within 30 to 40 days using contemporary scientific methods and technology. The Commission has suggested formulating a new questionnaire for the survey, selecting an organization to conduct it, and establishing a high-level committee to oversee the training and resource mobilization for the survey.”
He indicated that based on the data gathered from the new survey, sub-castes within the SC community will be classified following the criteria outlined in the report, ensuring the reservation quota is allocated appropriately and prioritized where necessary.
In response to media inquiries about the novelty of the recommendations and the feasibility of conducting a survey within two months, the ministers highlighted that Karnataka comprises over 6,000 panchayats and more than 300 wards.
“The Cabinet has mandated that this initiative be carried out intensively using modern technology under the Chief Secretary's supervision. All necessary resources will be provided to the commission to execute the survey. A meeting of secretaries will be organized for this purpose,” he stated.
The ministers reaffirmed that the Congress government is dedicated to ensuring that the benefits of reservation reach the eligible communities and that meticulous data collection is crucial to avert any potential legal challenges.
“The goal is to implement internal reservation effectively for the deserving communities,” he remarked.
Social Welfare Minister H.C. Mahadevappa also noted that previous census data lacks detailed information on communities such as Adi Karnataka, Adi Dravida, Adi Andhra, and other SC groups. Without this data, obtaining legal validation becomes challenging. Therefore, the decision to conduct a new survey within the two-month period was made.
The eagerly awaited interim report concerning internal reservation for Scheduled Castes (SCs) in government roles, authored by the Justice (Retired) H. N. Nagamohan Das panel, was presented at Vidhana Soudha in Bengaluru on Thursday.
Food Minister K. H. Muniyappa, Social Justice Minister H. C. Mahadevappa, and other dignitaries were in attendance during the presentation.
