Nayak, who represents the Devadurga constituency, reported in the Karnataka Legislative Assembly that she has been followed and threatened by individuals linked to the sand mafia. The state Home Minister responded to her allegations by stating that “influential individuals from all political parties are involved in sand mining.”
During the Question Hour on Tuesday, MLA Karemma highlighted the deteriorating law-and-order conditions in her area. “In broad daylight, a dialysis machine from a hospital was stolen, and its whereabouts remain unknown. I am facing immense challenges in combating illegal activities in my constituency,” she expressed, adding that the Home Minister's written response, derived from police reports, was inadequate.
She claimed that sand mafia operations are widespread along the Krishna river, with illegal loose sand transportation happening openly, instilling fear among residents. “Women are scared to leave their homes even for basic needs. When I reach out to authorities, there’s no response. The special team mentioned by the Home Minister is only taking photographs, and check posts lack CCTV cameras,” she asserted.
“When I go out to meet constituents, I am followed by numerous vehicles. When I question them, they threaten me, saying they're ‘protecting’ me. As a female MLA, if I am facing such intimidation, what is the government doing?” she questioned.
She continued, stating that while there is a need for loose sand, the tender process remains uncompleted, indicating collusion among officials. “There are powerful interests at play. Money is being siphoned off while the government sees none of it. Roads are in ruins, leading to tragic accidents, including one that killed a bus conductor and injured young children,” she remarked.
“I urge immediate intervention. The Home Minister’s reply is insufficient. I have personally approached him, pleading for action, yet groups are sent to my home to harass me, blaming me for everything. How should I respond?” she asked.
JD(S) floor leader C.B. Suresh Babu echoed her sentiments, stating that even elected representatives are left unprotected, raising concerns for the safety of ordinary citizens. “The loose sand mafia is spiraling out of control. Groups are causing disturbances outside her home. If a woman legislator is facing such turmoil, it’s a grave concern,” he stated.
Addressing the allegations, Home Minister G. Parameshwara assured MLA Karemma that she would not face any harassment. “I am here, and the police will guarantee her safety. I promise that protection will be extended to all legislators. Any lapses will be addressed,” he affirmed.
He added that the sand mafia issue is not limited to Devadurga but affects the entire taluk. “We are taking action. The Mines and Geology Department is managing the matter under the MMDR Act. A team of officials, including the Deputy Commissioner and police, is on board. Once complaints are registered, the police will respond accordingly,” he stated.
“In Devadurga alone, there have been 440 cases registered for illegal sand mining, alongside 34 related to matka. The police are active; task forces have been set up, banks are monitoring transactions, and a dedicated Sand Task Force is in place. I will ensure their effectiveness,” he continued.
“In Raichur, individuals have been externed. In 2023, 19 proposals were made, with eight externed. In 2024, 13 individuals were externed, and in 2026, eight more were externed. This issue cannot be resolved overnight. There will be no compromise, and we will persist in our actions,” he assured.
Senior JD(S) MLA G.T. Deve Gowda emphasized that Karemma has been repeatedly targeted and that the situation must be treated with seriousness.
MLA Karemma also noted that trucks are operating without registration numbers. “The tender process must commence. This issue deserves serious attention,” she insisted.
“I will personally investigate the situation and take necessary action,” Parameshwara concluded.
Senior BJP MLA S. Suresh Kumar questioned the government’s effectiveness, asking why illegal mafia activities are rampant in Raichur despite the presence of an SP and IGP, and why a special initiative cannot be undertaken to rectify the situation.
In response, Parameshwara stated, “Suresh Kumar is a respected leader. I have not divulged details about the influential figures involved in Raichur or under whose influence this is occurring. It’s a serious issue involving high-profile individuals across all parties. I have provided a limited response due to the sensitive nature of the situation.”
Suresh Kumar countered, reminding that no one is above the law and that the government exists to serve the populace, not to shield influential figures.
Parameshwara assured the assembly that he would gather local MLAs for necessary discussions.
