New Delhi, Dec 30 (NationPress) The National Human Rights Commission (NHRC) has acknowledged the distressing murder of a student from Tripura in Dehradun, prompting a call for local authorities to enhance the safety of students from North Eastern states living in Uttarakhand.
The victim, 24-year-old Angel Chakma, hailing from Unakoti district in Tripura, was involved in a dispute with his younger brother Michael and a local resident, Suraj Khawas (22), originally from Manipur, along with five of his associates at the Selakui market on December 9.
Following the altercation, the suspects reportedly assaulted Angel using knives and brass knuckles, resulting in his hospitalization. Unfortunately, he succumbed to his injuries on December 26.
A bench led by member Priyank Kanoongo has issued a notice to the state government, requesting a comprehensive report detailing the actions taken thus far, as stated by the NHRC.
Angel's father, Tarun Chakma, currently stationed in Manipur with the Border Security Force (BSF), accused the attackers of using racial slurs during the incident.
He claimed that the assailants referred to Angel as “Chinese” prior to the assault.
The Commission has further instructed the Chief Secretary and the Director General of Police of Uttarakhand to prioritize the safety and security of students from the Northeast throughout the state.
“The report is anticipated to outline the investigation details, actions taken to apprehend the suspects, and measures implemented to prevent such incidents in the future,” the NHRC added.
Simultaneously, the Uttarakhand Police reported that five out of six individuals allegedly involved in the December 9 incident have been apprehended, while Yagyaraj Awasthi, a resident of Kanchanpur district in Nepal, remains at large.
A reward of ₹25,000 has been announced for the absconding suspect, and a team has been dispatched to Nepal.
According to police, a case was registered based on Michael Chakma's complaint filed on December 12 under sections 115(2), 118, and 351(3) of the Bharatiya Nyaya Sanhita (BNS) for bodily harm and criminal intimidation, followed by an investigation.
Subsequently, following Angel's medical report, Section 109 of the BNS, concerning attempted murder, was added to the case, leading to the arrest of five suspects on the same day, including two minors.
Following Angel's demise, police announced that sections 103(1), related to murder, and 3(5), concerning joint liability, of the BNS were incorporated into the charges.
In addition to Suraj Khawas, the arrested suspects are identified as Avinash Negi (25) and Sumit (25).
Angel Chakma was a final-year MBA student at a university in Dehradun.
