NHRC Urges DUSIB CEO to Address Night Shelters Misuse at Urdu Park

New Delhi, Jan 1 (NationPress) The National Human Rights Commission (NHRC) has formally communicated with the CEO of the Delhi Urban Shelter Improvement Board (DUSIB), highlighting serious concerns regarding alleged encroachments at Urdu Park close to Jama Masjid. The NHRC has called for decisive action against those who are violating regulations. In the correspondence, the rights body referenced recent inspections conducted by its officials in the vicinity, discovering that several night shelters (known as Rain Baseras) have been transformed into unlawful 'permanent homes' for a select few individuals who have commandeered these government facilities.

In the letter addressed to DUSIB, NHRC member Priyank Kanoongo stated, "Rain Baseras, initially designed as temporary accommodation by the government to offer short-term lodging, protection against adverse weather, and essential amenities like food and security, have been utilized as enduring residences by individuals who have occupied these shelters for nearly 10 to 15 years."

Kanoongo pointed out that this misuse of government property has resulted in the vicinity near the Red Fort morphing into a slum-like environment in the heart of the capital.

The letter further underscored the worries of local inhabitants who claimed that numerous individuals residing in these Rain Baseras could potentially be undocumented migrants, including the Rohingyas.

“It raises significant concern that police verification or any documentation process has not been executed for these individuals who have been living in the facility for over a decade, thereby escalating security risks and highlighting the necessity for thorough background checks,” the letter asserted.

Priyank Kanoongo clarified that the Commission has taken suo-moto cognizance of this issue under Section 12(s) of the Protection of Human Rights Act, 1993 and is seeking immediate intervention along with the implementation of suitable corrective actions.

He has requested a report detailing the actions taken by DUSIB regarding the alleged encroachments in the area within a time frame of seven days.

Additionally, he emphasized that numerous lapses and violations of human rights have been identified by the Commission, which will be communicated to DUSIB in a separate correspondence.
