Odisha door-to-door voter survey from Oct 26 for 2027 Panchayat, ULB polls
Synopsis
Key Takeaways
Odisha State Election Commissioner Madhusudan Padhi on Thursday, 15 October 2026, announced that a door-to-door household survey will commence on 26 October across the state to prepare transparent and error-free electoral rolls ahead of the 2027 Panchayat and Urban Local Body (ULB) elections. The exercise, covering both rural and urban areas, is designed to ensure every eligible voter is accurately registered before the polls.
What the Survey Entails
Addressing a press conference in Bhubaneswar, Padhi said the survey personnel will visit every household from 26 October to collect information required for verifying and updating voter lists. 'The survey will be conducted to ensure that the electoral rolls are transparent, accurate and properly organised in view of the upcoming Panchayat and Urban Local Body elections. The personnel engaged for the exercise will visit every household from October 26 and collect the required information,' Padhi stated.
The survey aims to list all family members sequentially within the same ward and polling booth, link household voters to a unique house number, and bring political parties into the process through booth-level agents.
Key Dates and Deadlines
According to the schedule announced on Thursday, draft electoral rolls will be published on 1 January 2027, giving voters an opportunity to verify their names and details. Citizens will then have 20 days to file claims and objections in cases of errors or discrepancies. Final electoral rolls are set to be published on 10 February 2027, completing the process within the prescribed schedule.
How to File Claims and Objections
Specific forms have been designated for different administrative areas. In rural areas, voters can apply for inclusion or correction of details using Claim Form 16, while objections seeking deletion of names must be submitted via Form 17. In urban areas, the corresponding forms are Form III for inclusions or corrections and Form IV for deletions. For municipal corporation areas, Form VII covers additions and corrections, and Form VIII is used for deletion requests.
Claims and objections will be examined by Assistant Electoral Registration Officers (AEROs) and Electoral Registration Officers (EROs), with necessary action taken in accordance with the rules.
Personnel Deployed for Implementation
Field-level workers from multiple government programmes will be mobilised to ensure smooth execution. Booth-Level Officers (BLOs), Anganwadi Workers (AWWs), Jal Sathis, Swachh Sathis, and ASHA workers will conduct household visits to gather the required data. Oversight will rest with Panchayat Executive Officers (PEOs), Booth-Level Officer Supervisors, AEROs, and EROs, who will monitor and implement the exercise at their respective levels.
With final rolls due by 10 February 2027, the Election Commission appears to be building in ample lead time before the Panchayat and ULB polls, signalling a focus on process integrity rather than a rushed timeline.
