Kota, April 25: Lok Sabha Speaker Om Birla on Saturday chaired a high-level review of Nirbhaya Fund projects at the Kota Circuit House, issuing sweeping directives to upgrade women's safety infrastructure across the city. Central to his mandate was the integration of artificial intelligence (AI) into the existing CCTV surveillance network and the deployment of dedicated Pink Patrolling Vans — a move that signals a significant shift from passive monitoring to proactive, tech-driven law enforcement.

AI-Powered Surveillance to Leave No Blind Spots

Birla directed that all CCTV cameras currently installed across Kota be upgraded with AI capabilities to dramatically enhance their surveillance efficiency. He also instructed authorities to extend the camera network to cover additional high-risk and high-footfall areas of the district.

Birla stated: No criminal will now be able to escape police surveillance, underlining the deterrence potential of AI-integrated monitoring systems. Such systems can enable real-time facial recognition, crowd behaviour analysis, and automatic alert generation — capabilities far beyond conventional CCTV.

Rajasthan Energy Minister Hiralal Nagar was also present at the meeting, along with senior officials Rajendra Prasad Goyal and Piyush Samariya.

Pink Patrol Vans, Booths, and a Model Women's Police Station

To ensure rapid-response assistance for women in distress, Birla called for the deployment of two Pink Patrolling Vans and the installation of Pink Booths at prominent public locations across Kota. These booths are designed to serve as immediate help points, particularly during late hours.

He further directed that the city's Women's Police Station be developed into a Model Women's Police Station — one that delivers more sensitive, efficient, and gender-responsive policing. This is a critical step, given that many women hesitate to report crimes due to perceived insensitivity at police stations.

Officials were also instructed to scale up self-defence training programmes and intensify cyber awareness campaigns, with special focus on the large population of young women who migrate to Kota for competitive exam coaching.

Kota's Special Status Under the Nirbhaya Fund

Kota has been selected as one of just 10 cities across India under the Inclusive Cities for Women and Girls initiative, backed by the Nirbhaya Fund. Each selected city has been allocated Rs 10 crore under this pilot programme to engineer safer urban environments for women.

The comprehensive intervention plan for Kota includes AI-enabled CCTV systems, Pink e-rickshaws, high-mast lighting, women-led police patrols, Pink ambulances, safe waiting areas, emergency call boxes, lounges for working women, affordable housing, and Pink toilets. Female security personnel are also to be deployed at key tourist sites.

Why This Matters: Kota's Unique Vulnerability Profile

Kota is unlike most Indian cities — it hosts an estimated 2 to 2.5 lakh students annually, a significant proportion of whom are young women from across the country living away from home for the first time. This demographic concentration creates a distinct safety challenge that generic urban policing frameworks are ill-equipped to address.

This comes amid growing national concern over crimes against women in coaching hubs and student cities, where social monitoring is weak and institutional support systems are often inadequate. The Nirbhaya Fund, established after the December 2012 Delhi gang rape, has been a cornerstone of India's legislative and administrative response to gender-based violence — though critics have consistently flagged underutilisation of its corpus over the years.

The push for AI surveillance in Kota also aligns with the broader Smart Cities Mission framework, and if implemented effectively, could serve as a replicable model for other student-heavy cities like Pune, Hyderabad, and Indore.

Birla emphasised that women's safety transcends administrative duty — it is foundational to public trust in governance. He directed officials to ensure timely and effective implementation of all sanctioned initiatives so that women and girls feel genuinely secure in their daily lives.

With Rs 10 crore already allocated and a high-profile political review now on record, the spotlight will be on Kota's district administration to deliver measurable outcomes. The coming months will test whether this political momentum translates into ground-level change or remains another well-intentioned directive lost in bureaucratic delays.
