Congress MLA G.S. Patil was elected as the new Speaker of the Karnataka Legislative Assembly on 14 August in the absence of the opposition, while Congress MLC Saleem Ahmed was elected Chairman of the Karnataka Legislative Council, defeating National Democratic Alliance (NDA) candidate P.H. Pujar by eight votes. The twin elections, held on the eve of Independence Day, give both Houses of the Karnataka Legislature new presiding officers simultaneously — a rare occurrence that has drawn sharp criticism over the process followed by the ruling Congress.

Why the BJP Boycotted the Assembly Speaker Election

The Bharatiya Janata Party (BJP) boycotted the Assembly Speaker election, alleging that the Congress government had compromised the sanctity of the constitutional post by announcing Patil's candidature on the party's official letterhead. The opposition argued that the move reduced the Speaker's election to a procedural formality rather than a genuinely independent exercise.

Chief Minister D.K. Shivakumar defended the decision, asserting that the Congress had not dishonoured constitutional posts and accused the BJP of politicising the matter.

What the Opposition Said

Senior BJP leader and Leader of Opposition in the Assembly, R. Ashoka, while congratulating Patil, urged the newly elected Speaker to uphold the independence and dignity of the Chair. 'The Speaker post is not a party post. In the coming days, the party should learn to respect the sanctity of the Chair. The whole Assembly has to be taken into confidence,' Ashoka said.

Ashoka also noted that Patil may have aspired to a ministerial role but had instead been entrusted with presiding over the House, and urged him to convene the Assembly at appropriate intervals. 'The Chair is a seat of justice and justice should be protected. The Chair should never have the shadow of a party letterhead; there should be the shadow of the Constitution,' he added.

Council Chairman Election: Heated Exchanges and a Narrow Margin

Saleem Ahmed secured 38 votes against 30 polled by NDA candidate P.H. Pujar in the Legislative Council election. The proceedings were marked by heated exchanges between ruling Congress and NDA members over the circumstances in which former Chairman Basavaraj Horatti had reportedly resigned from the post.

Leader of the Opposition in the Council, Chalavadi Narayanaswamy, demanded that Pro Tem Speaker Puttanna explain to the House why Horatti had allegedly been compelled to step down. Senior BJP MLC N. Ravikumar questioned the constitutional tenability of the government's conduct and objected to the manner in which the election was being held. Puttanna maintained that the proceedings had been scheduled solely for the election and that other matters could not be taken up during the process.

BJP member Keshavaprasad separately raised an objection to the absence of women leaders near the Chair during the formal escort of Saleem Ahmed, calling the arrangement entirely male-dominated.

Formal Handover and What Comes Next

After Saleem Ahmed's election, Pro Tem Speaker Puttanna handed over charge of the Council to him. House Leader and Minister Yathindra Siddaramaiah, Leader of the Opposition Chalavadi Narayanaswamy, Karnataka Pradesh Congress Committee (KPCC) President B.K. Hariprasad, and other senior leaders participated in the formal handing-over ceremony.

Narayanaswamy, while congratulating Ahmed, noted that the two were personal friends but would continue to contest each other on ideological grounds. He also criticised Congress for announcing Ahmed's candidature via party letterhead, saying the opposition would not have objected had the All India Congress Committee (AICC) communicated the list to the KPCC president through internal channels instead. With both presiding officers now in place, attention turns to whether the new Speakers will assert institutional independence from their respective parties.
