Chandigarh, Dec 29 (NationPress) The Chief Minister of Punjab, Bhagwant Mann, is urged to release a white paper addressing the supposed irregularities in the execution of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) over the last decade. The state vice-president of the BJP Scheduled Caste Morcha, Paramjit Singh Kainth, emphasized on Monday the necessity for a time-sensitive inquiry aimed at recovery and prosecution should any misconduct be uncovered.
He stated that if the government is confident in its governance, it should present verifiable data to the public. This data should be categorized detailed by district, block, and gram panchayat, encompassing information such as job cards issued, demands registered, employment provided, muster rolls, work measurements, material procurement, payments, and compliance with social audits.
Kainth articulated that a white paper serves as a fundamental measure of accountability, enabling citizens to evaluate whether funds have reached the legitimate beneficiaries and if the assets created are both sustainable and beneficial.
In his statement, Kainth noted that numerous complaints and audit observations over the years highlight persistent risk patterns that necessitate forensic examination. This includes accusations of fake or duplicate job cards, payments backed by falsified or unreliable documentation, inflated muster rolls, and payments made without corresponding work. Additionally, it encompasses works recorded as completed without durable results and the inclusion of ineligible or deceased individuals as beneficiaries.
He also demanded that the white paper reveal the status of departmental inquiries initiated, FIRs registered, recoveries executed, officials and panchayat functionaries disciplined, and the corrective measures adopted to avert future occurrences.
Kainth welcomed the introduction of the Viksit Bharat -- Guarantee for Rozgar and Ajeevika Mission (VB G RAM G) Act, 2025, recognizing it as a substantial reform framework aimed at modernizing rural employment delivery systems and aligning them more directly with the creation of durable rural infrastructure.
He emphasized that this program represents one of the largest interventions in rural livelihood and infrastructure and must be executed with explicit service standards and robust accountability, particularly in states where integrity issues have been raised.
