Rajasthan's Rural Development and Panchayati Raj Department has assigned reservation determination powers to District Collectors and Sub-Divisional Magistrates (SDMs) as the state accelerates preparations for panchayat elections proposed to conclude by November 2025. The orders were issued by Jogaram, Secretary and Commissioner of the department, marking a significant administrative step in the run-up to polls covering 41 Zila Parishads, 457 Panchayat Samitis, and 14,403 Gram Panchayats across the state.

Division of Responsibilities

District Collectors have been authorised to determine category-wise reservations for wards in Zila Parishads and Panchayat Samitis, as well as for the posts of Pradhan within their respective districts. Sub-Divisional Officers (SDOs)/SDMs, meanwhile, will finalise reservations for Gram Panchayat wards and the posts of Sarpanch in their jurisdictions.

The lottery for reserving seats of Sarpanchs, Up-Sarpanchs, Pradhans, Zila Pramukhs, and ward members will be conducted under the supervision of District Collectors at district headquarters and SDMs at the sub-divisional level.

OBC Commission Report: The Critical Bottleneck

Officials cannot finalise the reservation matrix until the OBC (Political) Commission submits its survey report, expected by 5 August. The Rajasthan government informed the Rajasthan High Court of this timeline in compliance with the court's directions issued on 15 July. Once the report is in hand, the reservation process — conducted through a lottery system — is expected to be completed by 15 August.

This comes amid ongoing judicial scrutiny of the state's OBC reservation framework in local body elections, a contentious issue that has delayed panchayat polls in Rajasthan and several other states in recent years.

Election Schedule and Court Directive

The Rajasthan State Election Commission indicated during a recent High Court hearing that the election process is likely to begin in August, with polling to be conducted in four phases. The tentative schedule places the conclusion of the entire exercise at 15 November, in line with the court's directive to complete the process within 90 days.

The final election programme will be announced by the State Election Commission only after the reservation process is formally completed and notified.

Scale and Significance

The upcoming polls will determine elected representatives across three tiers of Rajasthan's panchayati raj system. With over 14,400 Gram Panchayats alone, this is one of the largest sub-state electoral exercises in the country. Notably, the elections have been pending, and the court-monitored timeline underscores the pressure on the state machinery to deliver a credible, on-schedule process.

All eyes are now on the OBC Commission's 5 August report — the single document that will unlock the reservation matrix, the lottery, and ultimately the election schedule itself.
