Rajya Sabha Chairman C.P. Radhakrishnan on Saturday, 25 July inaugurated 'Prarambh', a two-day orientation programme for newly elected and nominated members of the Upper House, urging them to commit wholeheartedly to their parliamentary responsibilities. A total of 67 members are entering the Rajya Sabha for the first time. The programme was held in New Delhi.

Key Remarks by the Chairman

Radhakrishnan stressed that even modest contributions during Zero Hour, Question Hour, or Committee meetings can trigger significant policy transformations. He drew a clear line between productive and counterproductive disruptions, stating: 'Debates, discussions or even disruptions, it must always lead to a decision.' He cautioned that disruptions that fail to advance discussion toward a decision do not serve the right purpose.

The Chairman underscored that while legislators may agree to disagree, an absolute commitment to the people and the Constitution — which he described as the common moral compass — must remain non-negotiable. He also called for protecting the sanctity of Question Hour and Zero Hour from disruptions, describing them as vital platforms for individual members.

Deputy Chairman's Address

Deputy Chairman Harivansh reminded the new members that they are entering Parliament during 'Amrit Kaal' — India's 25-year journey toward its centenary of independence — and that they carry a significant responsibility in building a 'Viksit Bharat @2047' (Developed India by 2047). He emphasised the constitutional mandate of legislators to hold the government accountable, offer constructive criticism, raise issues of public interest, and provide counsel on bills and policy.

The Federal Character of the Rajya Sabha

Radhakrishnan highlighted the Rajya Sabha's unique role as the cornerstone of India's federal democracy, noting that the House brings together diverse regional voices while collectively working toward national unity and integration. He summarised this shared purpose with three pillars: 'one document — the Constitution; one vision — Nation First (Rashtra Pratham); and one goal — a Viksit Bharat @2047.'

Who Was Present

The inaugural function was attended by Deputy Chairman Harivansh, sitting Members of Parliament, Secretary-General of Rajya Sabha P.C. Mody, and senior officers of the Rajya Sabha Secretariat. Radhakrishnan commended the new members for attending on a weekend despite public commitments in their home states, calling their presence a reflection of strong commitment to democratic institutions.

The two-day 'Prarambh' programme is expected to cover parliamentary procedures, legislative processes, and the rights and duties of members before the House reconvenes for regular business.
