New Delhi, Feb 11 (NationPress) Annual disclosures by corporations regarding their Corporate Social Responsibility (CSR) investments exceeded Rs 1,44,159 crore over five financial years (2019-20 to 2023-24), as reported by the government.
All CSR expenditure information submitted by companies in the MCA21 registry, including details categorized by state, year, company, and project, is publicly accessible, stated Minister of State for Corporate Affairs, Harsh Malhotra, in response to a question in the Rajya Sabha.
“CSR is fundamentally a Board-driven initiative, with the company’s Board holding the authority to strategize, execute, and oversee CSR activities,” the minister elaborated.
According to Rule 8 of the Companies (CSR Policy) Rules, 2014, any company with an average CSR obligation of Rs 10 crore or more over the previous three financial years is required to conduct an impact assessment through an independent agency for CSR projects with budgets of Rs 1 crore or greater, provided these projects were completed at least one year prior to the assessment.
The minister also revealed that during the 2021-2025 period, approximately 3.84 crore filings were completed via MCA21.
Out of these, 3.33 crore filings received approval through the Straight Through Process, while 40.8 lakh filings were sanctioned by the relevant Registrar of Companies and Regional Directors. Additionally, 8.3 lakhs forms were rejected by the respective officials.
“The launch of Version-3 of MCA21 (MCA21 V3) aims to facilitate the ease of doing business, enhance compliance, and improve transparency,” the minister noted.
Features such as web filings, LLP module, company module, e-enforcement, e-adjudication, e-consultation, and an e-book learning management system have already been rolled out under MCA21 V3.
Furthermore, a help desk system has been set up to address issues related to the MCA21 portal. In the fiscal year 2025-26 (up to January 31, 2026), a total of 3,16,877 help desk tickets were submitted, with approximately 98 percent successfully resolved.
These tickets covered a variety of topics, including technical challenges, awareness-related inquiries, processing requests, and stakeholder feedback, as per the minister. MCA21 is a transaction-intensive system managing a substantial volume of e-forms annually.
