New Delhi, Oct 29 (NationPress) The Department of Telecommunications has issued an Office Memorandum outlining a framework for the transition of ownership of machine-to-machine (M2M) SIMs among service providers or licensees.
This newly introduced framework is designed to avert interruptions in Internet of Things services during the transfer of ownership, as per an official announcement.
At present, there are no guidelines permitting a change in the name of the owner for M2M SIMs.
The framework creates a structured process for the transfer of M2M SIM ownership, ensuring a seamless and compliant transition applicable to all M2M Service Providers (M2MSPs) or licensees, the Ministry of Communications stated.
A user of M2M services or a third party is required to submit a formal written request for transfer to the existing M2M service provider or licensee, specifying the particular SIMs and the intended new owner. The current owner must provide a No Objection Certificate to the relevant access service provider within 15 days of the request, provided there are no outstanding dues.
The new owner must present a formal commitment to accept all responsibilities, liabilities, and obligations, including adherence to KYC and related guidelines, for the transferred M2M SIMs.
Access service providers are tasked with reviewing the transfer request from the M2M service user, followed by verification of the NOC from the current owner and the commitment from the new owner, according to the official statement.
After successful verification, the access service provider(s) must re-conduct KYC and update subscriber records to denote the new ownership, as noted by the ministry.
The guidelines stipulate that each M2M SIM must consistently remain associated with an M2M service provider or licensee, ensuring there is no interruption in M2M services for the user.
