Government Allocates Over Rs 1,142 Crore for Rural Local Bodies in Four States

New Delhi, March 25 (NationPress) The government has officially declared the allocation of more than Rs 1,142 crore to fortify rural local institutions across Madhya Pradesh, Jharkhand, Punjab, and Mizoram for the fiscal year 2025–26 as part of the 15th Finance Commission's untied grants.
In Madhya Pradesh, an amount of Rs 631.91 crore has been disbursed as the second instalment of untied grants for FY 2025-26, benefiting 51 district panchayats, 300 block panchayats, and 22,933 gram panchayats (GPs). Additionally, Rs 1.26 crore from the withheld first instalment of untied grants for FY 2025-26 has also been released to certain panchayats.
For Jharkhand, the first instalment of untied grants for the fiscal year 2025-26 has been allocated Rs 269.03 crore, designated for 23 district panchayats, 264 block panchayats, and 4,344 gram panchayats. Furthermore, Rs 3.65 crore from the withheld portions of the first and second instalments of untied grants for FY 2024-25 have also been disbursed to 13 panchayats.
In Punjab, the second instalment of untied grants for FY 2025–26 totals Rs 222 crore, which is allocated for 13,262 gram panchayats, 150 block panchayats, and all 22 district panchayats. For Mizoram, the second instalment of untied grants has been set at Rs 14.80 crore, covering all 816 eligible Village Councils in the state.
The Government of India, via the Ministry of Panchayati Raj and the Ministry of Jal Shakti (Department of Drinking Water and Sanitation), advocates for the release of 15th Finance Commission grants to states for panchayati raj institutions, which are subsequently dispensed by the Ministry of Finance. The allocated grants are suggested and distributed in two instalments throughout the financial year.
Untied grants can be utilized by panchayati raj institutions and rural local bodies to address specific local needs under the 29 subjects outlined in the Eleventh Schedule, with the exception of salaries and administrative expenses.
Tied grants are designated for essential services related to sanitation and the maintenance of ODF (open defecation-free) status, which encompasses the management and treatment of household waste, as well as human excreta and faecal sludge management. These funds can also be allocated for drinking water supply, rainwater harvesting, and water recycling.
