RVNL wins ₹359 crore Bihar rail doubling contract, L1 bidder
Synopsis
Key Takeaways
Rail Vikas Nigam Limited (RVNL), the Navratna public sector undertaking, has emerged as the lowest bidder (L1) for an engineering, procurement and construction (EPC) contract worth ₹358.97 crore from East Central Railway for rail doubling works in Bihar. The contract was disclosed through a regulatory filing on Monday, 20 July, marking another addition to RVNL's expanding order book.
Project Scope and Location
The contract covers doubling works on the Kundawa Chainpur (excluding) to Raxaul (excluding) section, spanning 41.04 km under the Sitamarhi-Raxaul rail line doubling project in the Samastipur Division of East Central Railway. The scope includes earthwork, blanketing, construction of minor and major bridges, station buildings, platform works, level crossing works, and other miscellaneous civil works, all designed for 25-tonne Indian Railway Standard Loading.
Contract Value and Timeline
The total project value stands at ₹358.97 crore, inclusive of Goods and Services Tax (GST), and is scheduled for completion within 1,095 days — roughly three years. RVNL clarified that the contract has been awarded by a domestic entity under the General Conditions of Contract, and that neither its promoters nor promoter group entities hold any interest in the awarding authority. The transaction does not qualify as a related-party transaction.
RVNL's Broader Order Pipeline
This Bihar contract adds to a string of recent wins for RVNL. In June, the company secured a major infrastructure contract worth ₹2,977 crore from state-owned mining firm NMDC for the development of a buffer stockyard and blending facility at Visakhapatnam in Andhra Pradesh. Separately, RVNL also signed a memorandum of understanding (MoU) with the Odisha government to identify and execute infrastructure projects in the state, with RVNL acting as the project executing agency on mutually agreed terms.
Stock Performance
Shares of RVNL settled 0.74% higher at ₹227.10 on the National Stock Exchange (NSE) on Monday. The stock has touched a 52-week high of ₹400.70 and a 52-week low of ₹221.55 on the exchange. With the Bihar contract and the Odisha MoU in place, the company's order pipeline continues to broaden across rail and non-rail infrastructure segments.
