New Delhi, Feb 13 (NationPress) The Telecom Regulatory Authority of India (TRAI) announced on Friday that 7,31,120 notices were sent to unregistered telemarketers (UTMs) who violated Unsolicited Commercial Communication (UCC) regulations in 2025.
As part of its ongoing enforcement strategy, 4,73,075 entities faced one-month communication restrictions, while 89,936 repeat offenders encountered six-month communication bans.
Additionally, 1,84,482 telecom resources were disconnected during the year due to persistent non-compliance.
Since August 2024, over 21.05 lakh telecom resources have been disconnected, demonstrating a significant commitment to combat spam networks and enhance compliance within the telecom sector, according to TRAI.
In 2025, a total of 31.09 lakh UCC complaints were recorded across various channels.
Among these, 17.06 lakh complaints (over half) were filed through the Do Not Disturb (DND) application, highlighting heightened consumer engagement in reporting unsolicited messages.
“TRAI's enforcement initiatives in 2025 are rooted in the belief that consumers should see noticeable improvements in managing unsolicited commercial communications. Increased consumer engagement through the DND ecosystem has facilitated quicker detection of violations and more decisive actions against frequent offenders,” stated Anil Kumar Lahoti, Chairman of TRAI.
Complaints against unregistered telemarketers consistently made up the majority of reported cases throughout the year, significantly surpassing those against registered telemarketers.
This emphasizes TRAI's focus on targeting unauthorized and non-compliant entities operating outside the regulatory framework.
The DND ecosystem has also experienced a notable rise in adoption, with DND app installations increasing by 84.43 percent year-on-year in 2025, reaching 28.08 lakh cumulative installations, compared to 15.22 lakh in 2024.
The telecom regulator has implemented a two-pronged approach allowing legitimate, consent-based communications via registered entities, while concurrently utilizing regulatory, technological, and enforcement measures, including DLT (blockchain)-based registration, AI-driven spam detection, mandatory use of designated number series, enhanced complaint mechanisms, and disconnections of non-compliant senders to mitigate unsolicited communications from unregistered entities.
