Mumbai, February 27 (NationPress) - The Telecom Regulatory Authority of India (TRAI) has introduced a consultation paper titled 'Review of the Rating of Properties for Digital Connectivity Regulations 2024' on Friday, suggesting enhancements to the rating system by adding more half-star increments.
Given that a considerable amount of data usage takes place inside buildings, especially following the rollout of advanced mobile technologies like 4G and 5G, the importance of in-building digital connectivity has become essential for enhancing User Experience and Quality of Service (QoS).
The proposed framework for rating properties based on digital connectivity aims to foster cooperation among Property Managers, Digital Connectivity Rating Agencies (DCRAs), service providers, and other relevant parties. This initiative seeks to ensure transparency, accountability, and sustainability, as stated in an official announcement.
To better distinguish performance levels, TRAI has suggested expanding the existing five-star rating system to nine levels by incorporating half-star increments.
These changes are expected to enhance consumer transparency, tackle practical challenges faced by Property Managers and DCRAs during implementation, and ensure that the framework aligns with real-world situations, while maintaining its fundamental objectives, principles, and assessment methods.
On October 25, 2024, TRAI had announced the 'Rating of Properties for Digital Connectivity Regulations, 2024,' aimed at evaluating properties based on their readiness for digital connectivity. Subsequently, the Rating Manual to facilitate the implementation was released in 2025.
The consultation paper also proposed a design-stage assessment and certification process for properties still under construction, allowing for early evaluations while deferring final ratings until after completion, according to the statement.
The final Digital Connectivity Rating will continue to be issued only upon the completion of construction and 'Due Diligence Stage–II,' thereby ensuring the integrity of the assessment process.
Moreover, TRAI has suggested introducing an Optional Digital Connectivity Audit mechanism, enabling property managers to hire a registered DCRA to conduct a digital connectivity audit in accordance with the established evaluation criteria and sub-criteria for enhancement purposes.
