A delegation from the Centre's Department of Commerce visited Andhra Pradesh on 26 July to assess ground conditions in the Flue-Cured Virginia (FCV) tobacco sector and held high-level discussions aimed at protecting the livelihoods of tobacco growers in the state. The visit follows growing concerns over market stability in one of India's most significant agricultural export commodities.

High-Level Meeting with Andhra Pradesh CM

The Central delegation, led by Additional Secretary Nitin Kumar Yadav, participated in a meeting chaired by Andhra Pradesh Chief Minister N. Chandrababu Naidu on Saturday. The Chairman and Executive Director of the Tobacco Board were also present at the deliberations. Discussions centred on both immediate relief measures and long-term structural steps to stabilise the FCV tobacco sector.

Auction Platform Visit and Grower Feedback

The delegation inspected the Tobacco Board Auction Platform at Vellampalli, observing live auction operations and reviewing the end-to-end auction process. Officers engaged directly with FCV tobacco growers to gather first-hand accounts of prevailing market conditions. The delegation commended the Tobacco Board for the transparent and orderly conduct of its electronic auction system.

Additional Secretary Nitin Kumar Yadav assured growers that the Union government is closely tracking the evolving market situation. He said the Centre, in coordination with the Andhra Pradesh government, the Tobacco Board, and other stakeholders, is actively examining appropriate measures to protect the interests of FCV tobacco farmers.

India's Standing in Global Tobacco Trade

India is the fourth largest producer of FCV tobacco globally, behind China, Brazil, and Zimbabwe. It also ranks as the second largest exporter of unmanufactured tobacco by volume, after Brazil — making the health of the FCV sector a matter of significant national economic interest. FCV tobacco is cured using external heat from flues, which imparts the characteristic bright yellow-to-orange colour to the leaves.

Tobacco Board's Role and Farmer Support

The Tobacco Board has undertaken several strategic initiatives to sustain and grow the sector, including crop planning, production regulation, and quality-compliance support to meet the standards of importing countries. Its electronic auction platform has been central to the Union government's goal of doubling farmers' income in the FCV segment. The Board also provides technical handholding to farmers to ensure produce meets international quality benchmarks.

With the Centre now directly engaged at the state level, stakeholders will be watching whether the government's review translates into concrete policy interventions ahead of the next auction season.
