Washington, March 23 (NationPress) Legal immigration to the United States has seen a significant decline in the first eight months of 2025, with India and China being among the most affected nations as the Trump administration implemented stricter visa regulations, according to a report by The Washington Post.
During the period from January to August 2025, the State Department issued approximately 250,000 fewer visas compared to the same timeframe in 2024. Overall, there was an 11 percent drop in approvals for both permanent resident and temporary visas, as indicated by official data released in early March.
This decline includes visas for students, workers, and family members of U.S. citizens and legal residents, along with a notable decrease in tourist visa applications.
Both India and China experienced some of the sharpest declines, with visas issued to their nationals falling by around 84,000. The primary contributors to this reduction were fewer visas for students, workers, and family-related categories, as reported.
International students were notably impacted, with student visa approvals decreasing by over 30 percent in the first eight months of 2025. Similarly, exchange visitor visas saw a significant decline, dropping by nearly 30,000.
Furthermore, approvals for permanent residency or green cards also diminished, particularly affecting visas for workers, certain relatives, and nationals from nations such as Afghanistan and Iraq.
Officials and experts attributed this decline to various policy changes and administrative factors, including a travel ban on 19 countries, a temporary halt on student visa interviews, and enhanced vetting processes that incorporate social media checks.
Additionally, reductions in staffing at the State Department have hindered processing capabilities, leading to fewer consular appointments and extended waiting periods at numerous high-demand locations.
“A visa is a privilege, not a right. Unlike the Biden administration, President Trump prioritizes the safety of American citizens over mass migration of unvetted foreign nationals,” stated State Department spokesman Tommy Pigott.
White House spokeswoman Abigail Jackson remarked, “President Trump was elected with a clear mandate to prioritize American citizens, and every policy decision he has made reflects this commitment.”
Analysts suggest that both policy adjustments and demand factors may be influencing the decrease in visa numbers.
“We lack clear data distinguishing the impact of demand from that of policy on this decline, but both clearly exert downward pressure on the number of visas issued,” commented Cecilia Esterline of the Niskanen Center.
