The Bankipur Assembly by-election in Patna, Bihar concluded largely peacefully on Thursday, 30 July, with the Election Commission of India (ECI) recording a final voter turnout of 34.30 per cent. Minor scuffles were reported between supporters of the Bharatiya Janata Party (BJP) and the Jan Suraaj Party, but authorities stated that polling remained orderly overall.

Voter Turnout and Constituency Profile

The 182-Bankipur Assembly Constituency comprises 422 polling stations across 162 locations, with a total electorate of 3,79,616 — including 2,00,060 male voters, 1,79,533 female voters, and 23 third-gender voters. Polling was conducted from 7:00 am to 6:00 pm IST. A total of 25 candidates — 23 male and 2 female — contested the seat.

Election Machinery and Special Arrangements

The ECI deployed 569 Control Units, 1,146 Ballot Units, and 617 VVPATs, including reserve machines. During the mock poll, 15 Ballot Units, 10 Control Units, and 8 VVPATs were replaced; a further 14 Ballot Units, 7 Control Units, and 9 VVPATs were swapped during actual voting to ensure smooth operations.

Notably, 30 Model Polling Stations were set up to encourage participation. One station was managed entirely by women and another entirely by Persons with Disabilities (PwDs). Live webcasting was conducted from all 422 polling stations to enhance transparency. The ECI also appointed one General Observer, one Expenditure Observer, and one Police Observer. The departmental control room received 59 complaints during the day, all of which were resolved.

Security Deployment and Seizures

Security arrangements were extensive. Authorities deployed 14 companies of the Central Armed Police Forces (CAPF), 8 companies of the Bihar Special Armed Police (BSAP), 268 CAPF personnel, 221 police officers, and 998 district police personnel. An additional 500 Home Guard personnel were stationed at polling booths. Emergency response assets — including motorboats, SDRF teams, dog squads, bomb disposal units, and Dial-112 emergency vehicles — were kept on standby. Security personnel were deployed at 85 check-posts across the constituency.

Joint operations by Flying Surveillance Teams (FST), Static Surveillance Teams (SST), and CAPF led to seizures of ₹14.30 lakh in cash, 2,412.18 litres of liquor, 39,200 intoxicant tablets, narcotics weighing approximately 1.98 grams, and an additional ₹3.95 lakh in cash.

Preventive Action and Detentions

In the run-up to polling, authorities initiated legal action against 2,454 individuals identified as potential law-and-order risks, and executed 998 non-bailable warrants (NBWs) against wanted criminals and antisocial elements since the by-election was announced. Between 2 July and 29 July, five cases were registered for violations of the Model Code of Conduct. Social media platforms were monitored round-the-clock to curb fake news and rumours.

On polling day itself, 39 individuals were arrested or detained, according to official information. With counting yet to be scheduled, all eyes are now on the results that will determine the political balance in this high-profile Patna constituency.
