The position of Secretary to the Governor had remained unfilled for close to three years. The vacancy dates back to February 2023, when then-Governor C.V. Anand Bose removed IAS officer Nandini Chakraborty from the post of Principal Secretary to the Governor. According to sources from Lok Bhavan, Chakraborty had been labelled a loyalist of the then-ruling Trinamool Congress government, which reportedly led to her removal. No IAS officer was appointed to the post thereafter.
Chakraborty's trajectory after that removal was significant: she went on to serve as the state's Home Secretary and eventually rose to become the Chief Secretary of West Bengal.
Governor Ravi's Request and the Election Delay
Governor R.N. Ravi took oath at Lok Bhavan in Kolkata on 12 March. It is learnt that he had requested the government to appoint a secretary within a week of assuming charge. However, the move could not be completed because the election notification was issued shortly after he took office, effectively freezing major administrative appointments during the model code of conduct period.
With the election process concluded and results declared on Monday, the appointment of Soumitra Mohan was formalised almost immediately — signalling that the new political dispensation in the state intends to move swiftly on administrative matters.

Earlier on Tuesday, Governor R.N. Ravi, accompanied by his wife Laxmi Ravi, offered prayers at the Kalighat Kali Temple in Kolkata. The couple reportedly prayed for the well-being of the people and the progress and prosperity of West Bengal. The visit came a day after the state witnessed a dramatic political shift with the BJP's victory over the Trinamool Congress.
