In January, the government sanctioned the Bihar Government Servants' Conduct (Amendment) Rules, 2026, which lay down rigorous guidelines for social media usage among government personnel.
This amendment, issued by the Governor under Article 309 of the Indian Constitution, is now in effect statewide following its publication in the Official Gazette on Friday evening.

As per these guidelines, government employees are barred from sharing personal opinions on platforms like Facebook, X, and Instagram regarding governmental policies, schemes, or judicial rulings—particularly those from the Supreme Court of India and High Courts—without obtaining prior consent. Breaching these rules will be regarded as misconduct.
Moreover, employees are prohibited from utilizing official email addresses or phone numbers to create or manage personal social media accounts. The establishment of fake profiles, anonymous accounts, or pseudonyms for posting content is strictly forbidden.
Unauthorized sharing of photos, videos, documents, or live streaming from office premises is completely outlawed, with violations subject to rigorous disciplinary action.
Additionally, employees cannot express support for or opposition to any political party, media outlet, or public figure on social media. Sharing inflammatory or inappropriate content related to sensitive matters such as caste or religion is also expressly prohibited.
In a noteworthy update, the government has modified the norms concerning competitive examinations. Now, government employees can only take such exams once during their service career, requiring a No Objection Certificate (NOC). Previously, they were allowed up to five attempts.
Following the introduction of these regulations, a heightened sense of caution and vigilance has emerged within government departments. Employees, from senior officials to junior staff, are now taking extra precautions in their digital communications.
