Bengaluru, Feb 17 (NationPress) The BJP's Karnataka unit has urged Chief Minister Siddaramaiah to refrain from reallocating funds from the Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) if he genuinely cares for the SC-ST communities.
The Leader of the Opposition, R. Ashoka, remarked in Bengaluru on Tuesday, "If Chief Minister Siddaramaiah truly possesses concern and commitment for the Scheduled Castes and Scheduled Tribes, he should unequivocally state on March 6, during the presentation of the 2026–27 Budget, that not a single rupee from SCSP/TSP funds will be redirected for guarantees or any other general schemes."
"The SCSP/TSP Act was established to guarantee proportional and targeted allocations for the welfare, education, health, and empowerment of SC/ST communities. It should not serve as a political contingency fund to address fiscal mismanagement. Every rupee allocated under SCSP/TSP is meant for the most marginalized, not for government promises," Ashoka asserted.
He demanded that if the government cannot fulfill its guarantees without accessing SC/ST funds, it must acknowledge that Karnataka’s finances are severely compromised.
"If that is the reality, the Chief Minister has a moral obligation to publicly announce that the state is facing an economic crisis. Issue a 'White Paper' detailing Karnataka’s actual financial status. Take responsibility instead of secretly shifting the burden onto SC/ST communities," Ashoka appealed.
"One cannot advocate for social justice while simultaneously engaging in fiscal injustice," he criticized targeting CM Siddaramaiah.
The SC/ST communities in Karnataka deserve transparency, dignity, and lawful allocation, not accounting maneuvers and covert diversions. March 6 will be more than just Budget day; it will serve as a test of intent. Will this government safeguard SCSP/TSP funds, or will it jeopardize them to uphold political guarantees? Karnataka is observing, Ashoka concluded.
On Monday, Congress MLAs and ministers from the SC community called on CM Siddaramaiah to eliminate Section 7C of the SCSP/TSP, which permits funds to be utilized for general sector schemes such as education, health, and guarantees. According to current legislation, funds must be allocated in proportion to the SC and ST population (24 percent as per the 2011 census) in the Budget.
While the BJP and JD(S) have accused the Karnataka government of diverting SCSP/TSP funds for guarantees, the state government has defended its use of these funds, asserting that they are reaching SC-ST beneficiaries through guarantees.
