Preparations are actively underway in the state for this significant undertaking. This first phase, referred to as the House Listing and Housing Census, plays a vital role in the overall census framework.
Throughout this phase, comprehensive details about each residential and non-residential structure will be gathered, covering aspects such as status, use, and available facilities.
In Chhattisgarh, the house listing and enumeration process will take place from May 1 to May 30. In support of the 'Digital India' initiative, residents will also have the opportunity for 'Self-Enumeration' this time around.
From April 16 to April 30, families can voluntarily provide their household information via a specialized online portal. Those who choose self-enumeration will obtain a unique Self-Enumeration ID, which they must keep safe to present to census enumerators when they come to verify the information.
This initial phase will capture essential data, including the count, status, and classification of each building and residence; its usage (residential, commercial, or otherwise); construction type (kachcha, pakka, or semi-pakka); household numbers; and the availability of basic amenities like drinking water, toilet facilities, electricity, cooking fuel, and internet access.
This Census is remarkable for several reasons. It marks India’s first fully digital census, where enumerators and supervisors will input data directly using mobile devices. The entire procedure will be overseen through the Census Management and Monitoring System. All information gathered will be kept strictly confidential and will not be disclosed, even under the RTI Act.
This will be the 16th national census in India and the eighth since the country gained independence. The last census occurred in 2011, while the one scheduled for 2021 was postponed due to the COVID-19 pandemic. The first census in India took place in 1872, with the first post-Independence census conducted in 1951.
