Every monsoon, Assam loses communities to the Brahmaputra's fury — and every year, the cycle of displacement and rebuilding begins again. Now, Assam Chief Minister Himanta Biswa Sarma is pushing to break that cycle with a plan to replicate the state's Model Housing Colony project in flood-hit areas, this time pairing permanent shelter with dairy-based livelihoods. Why the NDDB Partnership Matters

The National Dairy Development Board, established in 1965, is the institution behind Operation Flood — India's landmark programme that transformed the country into the world's largest milk producer by building grassroots cooperative networks. NDDB extended those cooperative structures to northeastern states including Assam from the 1970s onward. Bringing NDDB back into Assam's flood rehabilitation calculus is a deliberate institutional choice: the board brings not just financing frameworks but supply-chain infrastructure — collection centres, chilling units, cooperative governance — that a standalone state scheme would struggle to replicate. Dairy cooperatives work particularly well in rural resettlement contexts because they generate daily cash income, require relatively modest land, and can absorb both women and men into the value chain. For communities that have lost agricultural land to erosion and flooding, a cooperative dairy model offers a livelihood that does not depend on recovering the land itself.

Assam's Flood Displacement Problem, in Scale

Assam is one of India's most flood-vulnerable states, with the Brahmaputra and its tributaries inundating large swathes of territory every monsoon season, displacing hundreds of thousands of residents and damaging or destroying settlements repeatedly over decades. State and central governments have invested in embankments, early-warning systems, and relief operations — but the fiscal and human cost of repeated rehabilitation has long prompted calls for a more durable, livelihood-linked resettlement model.
