The complaint was filed by Kamal Singh, authorised representative of UltraTech Cement Ltd., who informed authorities that fake cement was being manufactured on a large scale using counterfeit packaging material. Acting on the tip-off, a special raiding team was constituted under Inspector Sunil Kundu and under the overall supervision of ACP Narender Singh, ER-II/Crime. The team included SI Arjun Singh, ASI Upender, ASI Satender, HC Prince, HC Mohit, HC Rajeev, and HC Vikas.
What Was Seized
During the first raid at New Mandoli Industrial Area, police found accused Rizwan allegedly supervising the illegal manufacturing process. Interrogation revealed the full modus operandi — damaged cement was being crushed, blended with clinker, and repacked in fake branded bags.
A second raid at Jawahar Nagar Industrial Area uncovered a similar illegal unit. Combined seizures across both locations included:
- 2,725 empty counterfeit UltraTech cement bags of different variants
- 341 filled fake cement bags
- Nearly 1,780 bags of damaged cement
- 420 bags of clinker material allegedly used in producing counterfeit cement
- Large quantities of loose, adulterated cement
Both factory premises, along with all machinery and materials, have been sealed by the police.
Legal Action Taken
An FIR has been registered under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Copyright Act at the Crime Branch police station. The Crime Branch stated that Rizwan was working as a supervisor at the units, suggesting a larger network may be behind the operation.
"Staff of ER-II/Crime Branch showed promptness and professionalism by busting two illegal factories involved in manufacturing and packaging duplicate/counterfeit cement," the press release noted.
Investigation Ongoing
Delhi Police confirmed that further investigation into the racket is currently underway, with the search on to identify and apprehend the masterminds behind the operation. Authorities have not ruled out the involvement of a wider supply chain network distributing the fake cement across Delhi and neighbouring states.
The use of counterfeit construction material poses serious structural safety risks to end consumers, making the bust particularly significant beyond its commercial implications.
